Foreign Military Sales SpecialistPosition Title: Foreign Military Sales SpecialistLocation: Arlington, VA (Crystal City)Category: FundedSchedule (FT/PT): FTTravel Required: MinimalShift: DayRemote Type: In-OfficeClearance Required: Active SecretDivision: AviationSalary: $135,000-$155,000Description: ACT1 Federal is seeking an experienced Foreign Military Sales (FMS) specialist to provide advisory and assistance support to the Office of the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA).Responsibilities:Provide total FMS Life Cycle Management for U.S. implementing agencies and international customers to include the pre-Letter of Request (LOR) requirements development, selection of defense articles, training and services, and requests for price and availability (P&A)Provide case development guidance and support and assistance for: policy waivers, technical releasability, site surveys, manpower estimates, and Letter of Offer and Acceptance (LOA) transparency and pricing requestsFunctional support for managing requirements and reporting for LOA and FMS casesAnalyze existing US military and host nation defense and capability requirements, identify/assess alternative sustainment and enhancement strategies, provide recommendations, and assist in defining requirements for future programsEnsure up to date information in the SAF/IA partner capabilities database for assigned programs, countries or regionsAssist and support assigned SAF/IA Country Director with program management, to include monitoring of training, exercises, personnel exchanges, security assistance programs, FMS key leader engagements in the US and overseas, provide coordination throughout the Department of Defense (DoD) on policy, FMS, and security cooperationAssist and support the assigned SAF/IA Country Director in defining, tracking, analyzing, reporting, and advising on major aspects of current and future FMS programsAssist and support the assigned SAF/IA Country Director with briefings, point papers, background information, political-military analysis and other documentationRequirements:SECRET Security Clearance.Bachelor's Degree with a desired emphasis in an International Affairs curriculumMinimum of Three (3) years' experience with demonstrated effectiveness and success in the mission areas below:USAF LOA Development and Execution ManagementFamiliarity with US military aircraft operations, maintenance, and/or logistics support with the systems purchased from the US by Near East nationsFamiliarity with USAF sales to foreign governmentsExperience with DoD acquisitions, program management, and standard computer applicationsExperience with conflict resolution, mediation, and ability to work well with foreign partnersKnowledge of:FMS case programming and managementSecurity Cooperation programsBuilding Partner Capacity programsUS Department of War (DoW) staff experience in a military or civilian capacityKnowledge and general understanding of USAF roles and missionsKnowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and playersKnowledge and understanding of SAF/IA's role in US government and international security cooperation communityDemonstrated experience implementing DoW acquisition policies, laws, regulations, and guidance required to implement FMS LOAsThorough understanding of:DODI 1315.20, Military Department Foreign Area Officer ProgramsCJCSI 3126.01, Language and Regional Expertise PlanningAFPD 16-1, International AffairsAFI 16-109, International Affairs Specialist ProgramUSAF Global Partnership StrategyS.
