RESPONSIBILITIES & DUTIES:

Lead and manage the operational functions of Facilities Services & Public Works, including skilled trades, building and mechanical systems, utilities, custodial services, landscape and grounds, maintenance stores, fleet, and contracted services, as assigned. Provide leadership for the maintenance, repair, and operation of campus buildings, grounds, infrastructure, equipment, roads, walkways, and utility systems. Ensure facilities are maintained in a safe, reliable, functional, compliant, and serviceable condition in support of the University’s mission and continuity of operations. Direct day-to-day operations through assigned managers, supervisors, staff, and contractors. Establish priorities and allocate personnel, funding, equipment, materials, and contracted resources based on safety, regulatory requirements, campus needs, facility conditions, service impacts, and available resources. Develop and administer a comprehensive routine, preventive, corrective, planned, and emergency maintenance program. Establish service standards, work processes, procedures, quality controls, and performance measures to support timely and effective completion of facilities work. Ensure the reliable operation of campus utility and infrastructure systems, including electrical distribution, emergency power, heating, ventilation and air-conditioning, building controls, domestic and reclaimed water, sewer, storm drainage, natural gas, boilers, refrigeration, and related systems. Advise the Associate Vice President regarding operational priorities, resource requirements, service levels, infrastructure conditions, regulatory compliance, organizational performance, and short- and long-range renewal needs. Develop and maintain procedures for planned outages, emergency response, notification, restoration, and after-hours coverage. Participate in campus emergency preparedness, response, recovery, and continuity-of-operations activities. Ensure compliance with applicable CSU policies, collective bargaining agreements, occupational safety requirements, environmental regulations, fire and life-safety requirements, permit conditions, and federal, state, and local laws. Coordinate required inspections, testing, certifications, permits, and maintenance records for regulated facilities systems and equipment. Develop and track corrective actions resulting from inspections, audits, deficiencies, or violations. Monitor facility conditions, deferred maintenance, system reliability, equipment obsolescence, infrastructure vulnerabilities, and renewal needs. Prepare prioritized recommendations, cost estimates, assessments, and reports for maintenance, repair, replacement, modernization, and capital renewal. Collaborate with Planning, Design and Construction during project planning, design, construction, commissioning, turnover, warranty, and closeout. Provide operational input regarding maintainability, safety, reliability, utilities, staffing, serviceability, and life-cycle costs. Develop annual and multi-year operational goals, staffing plans, equipment needs, maintenance priorities, and resource requirements. Advise the Associate Vice President regarding significant operational risks, service deficiencies, funding needs, and the consequences of deferred investment. Prepare and administer assigned operating, utility, maintenance, contract, equipment, and project budgets. Monitor expenditures, identify variances, recommend adjustments, and develop requests for staffing, equipment, technology, contracted services, deferred maintenance, and infrastructure renewal. Develop scopes and technical requirements for contracted services and participate in procurement and contract administration. Monitor contractor performance, safety, quality, schedule, invoicing, and compliance with University requirements. Provide leadership, supervision, coaching, and professional development to assigned managers and staff. Manage recruitment, training, performance evaluation, corrective action, and succession planning in accordance with CSU policies, University procedures, and applicable collective bargaining agreements. Evaluate organizational structure, staffing levels, workload, and service demands. Recommend changes needed to maintain effective operations, emergency response capability, and continuity of service. Maintain effective communication with campus leadership, departments, customers, and affected stakeholders regarding facility conditions, planned work, service interruptions, operational risks, and restoration activities. Promote responsive, professional, transparent, and accountable customer service. Serve as the senior Facilities Operations representative on campus and CSU committees, working groups, emergency activities, regulatory matters, and systemwide initiatives, as assigned. Perform other duties and special projects as assigned.

REQUIREMENTS OF POSITION:

Bachelor’s degree from an accredited four-year college or university in facilities management, engineering, construction management, business administration, public administration, or a related field, or an equivalent combination of education and progressively responsible experience. A minimum of ten years of progressively responsible experience in facilities management, physical plant operations, building maintenance, utilities, infrastructure, or a related field, including significant experience managing a comprehensive facilities operation. Experience in higher education, government, or another complex institutional environment is highly desirable. Demonstrated experience leading managers, supervisors, skilled trades employees, support staff, and contracted service providers. Ability to plan, organize, direct, and evaluate the work of others; establish priorities; allocate resources; and make sound decisions and recommendations regarding staffing, operations, budgeting, safety, compliance, and service delivery. Knowledge of facilities maintenance and operations, preventive maintenance, work control, utility systems, regulatory compliance, contract administration, budget management, employee relations, and supervision. Working knowledge of complex building and infrastructure systems, including electrical distribution, HVAC, building automation and controls, plumbing, water and wastewater systems, emergency power, boilers, fire/life-safety systems, and related utility infrastructure. Demonstrated ability to assess facility conditions, deferred maintenance, infrastructure risks, equipment life cycles, and renewal needs and develop prioritized recommendations for repair, replacement, and capital renewal. Experience utilizing computerized maintenance management systems or similar facilities technology to support work management, preventive maintenance, asset management, and performance reporting. Ability to interpret and apply CSU and University policies, collective bargaining agreements, contracts, technical standards, codes, regulations, and other requirements applicable to facilities operations. Demonstrated ability to manage multiple priorities, respond effectively to operational emergencies, resolve complex problems, and perform successfully under changing conditions and competing deadlines. Must be available to respond to significant facilities emergencies and operational needs outside normal business hours, as required. Excellent written, verbal, interpersonal, and presentation skills, with the ability to communicate technical and operational information clearly to campus leadership, employees, customers, contractors, regulatory agencies, and other stakeholders. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position. The person holding this position is considered a ‘Campus Security Authority (CSA)’ to report crimes for the federally mandated Clery Act and is required to comply with the requirements set forth in CSU Executive Order 1107 revised March 24, 2017 as a condition of employment. The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment. The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.
