Responsibilities would include: Review all contracts before submission to the Office of the Attorney General to ensure budgeted costs align with program-defined scopes of service.Verify subrecipients have adequate accounting systems to support required cost allocation methodologies.Support internal controls by ensuring all subrecipient documentation aligns with contract terms prior to reimbursement approval.Review DOH‑administered programs for compliance with applicable laws, regulations, policies, and procedures.Collaborate with program design staff and review statutes, contracts, and other documents to determine and fulfill monitoring requirements for each program.About UsThe Department of Housing, as the lead agency for housing matters for the State of Connecticut, is responsible for overseeing the state's homeless service system, and as such, needs to respond to housing-unstable constituents seeking access to services, as well as document and investigate complaints that have been logged against the homeless service system. EXAMPLES OF DUTIESDirects staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department;Coordinates, plans and manages section activities;Formulates program goals and objectives;Develops or assists in development of related policy;Interprets and administers pertinent laws;Evaluates staff;Prepares or assists in preparation of section budget;Maintains contacts with individuals within and outside of section who might impact program activities;Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts;Directs evaluation of grant programs to review effectiveness and determine appropriateness of subsequent funding;Leads the recruitment and hiring of staff, including outreach, interview and selection;Performs related duties as required.KNOWLEDGE, SKILL AND ABILITYConsiderable knowledge of and ability to apply management principles and practices;apply relevant state and federal laws, statutes and regulations;principles and practices of grant and contract administration including program and fiscal evaluation;Knowledge of public health programs;social service programs;principles and practices of fiscal management;Considerable interpersonal skills;oral and written communication skills;Considerable ability to analyze complex financial records, documents and reports for evidence of financial fraud.MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Ten (10) years of experience in a combination of public administration and fiscal administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity over professional staff. NOTE:Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWEDCollege training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master’s degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.PREFERRED QUALIFICATIONSExperience in accounting, auditing, risk management, fiscal and program monitoring or compliance.Experience leading comprehensive program evaluation and fiscal review functions for large-scale grant or contract portfolios within a government or public-sector environmentExperience applying state and federal laws relating to grant administration, compliance oversight, and fiscal accountabilityExperience analyzing complex financial records to identify irregularities, systemic issues, or indicators of financial fraudExperience developing or implementing policies related to grant oversight, program evaluation, and fiscal managementExperience supervising and managing a team of auditors or compliance professionals, including assigning audit work, reviewing findings, ensuring adherence to auditing standards, and guiding staff in identifying fiscal irregularities or potential fraudSPECIAL REQUIREMENTS Incumbents in this class may be required to travel.
