DESCRIPTION

The Senior Weather Observer (SWO) / Site Supervisor serves as the Company's on-site technical and administrative lead for meteorological observation services while also performing qualified Weather Observer duties. The SWO/Supervisor coordinates day-to-day site staffing, quality, training, operational compliance, and Government interface within delegated authority. The position is a bargaining-unit Supervisor under the applicable PATCO collective bargaining agreement and must satisfy applicable PWS qualification requirements.

DUTIES

• Perform all qualified Contract Weather Observer duties and maintain proficiency/certifications required for operational weather observing.
• Prepare and post the monthly employee schedule no less than 10 days before the scheduling period, consistent with the Company's ANG-approved staffing plan and applicable CBA requirements.
• Coordinate day-to-day staffing, shift coverage, work assignments, overtime needs, and continuity of operations; promptly elevate unresolved staffing or performance risks to the Contract Manager/Program Manager.
• Provide on-site technical leadership, quality control, coaching, and oversight to ensure observations, warnings/advisories, reports, records, and other services meet PWS and company quality standards.
• Coordinate initial and recurring site training, qualification records, operational orientation, and proficiency requirements; identify training deficiencies and corrective actions.
• Serve as the primary on-site company point of contact for routine operational coordination with Government site personnel, the regional OWS, airfield management, command post, and other authorized customers, within delegated authority.
• Oversee site compliance involving FLIP review, Weather Support Documents, ADS/JET operations, meteorological equipment status, outage reporting, barometry, operator maintenance, mishap/severe-weather reporting, and monthly report inputs.
• Maintain accountability for Government-furnished property and site keys/key cards as assigned; ensure discrepancies, loss, damage, and security concerns are promptly reported.
• Support performance monitoring, corrective-action documentation, employee counseling/discipline processes, and labor-management requirements in coordination with company management and in accordance with the CBA.
• Ensure employees perform only authorized contract work and promptly elevate requests that may be outside contract scope to the Contract Manager/Program Manager.
• Maintain required site records and ensure the current Weather Observer job description and other required workplace notices/documents are posted or available as required.

QUALIFICATIONS

• Must meet the PWS qualification requirements applicable to personnel performing weather-observing services and be fully trained, certified, and otherwise qualified for assigned operational duties.
• Must possess a USAF Weather Schoolhouse certificate from the Keesler Technical Training Center (KTTC), or an equivalent weather-observing certificate from another Federal agency (such as FAA or NWS), or have completed an equivalent accredited weather observation and meteorology program at an institution of higher learning.
• Demonstrated experience in aviation weather observing, operational quality control, scheduling/staffing coordination, training, and technical leadership is required.
• Minimum Experience: Five (5) years of relevant weather-observing/aviation meteorological experience.

 

CONTRACT / STAFFING PLAN ALIGNMENT

• Labor Category: Senior Weather Observer (SWO) / Site Supervisor.
• LCAT Description: Senior Weather Observer/Site Supervisor performing assigned duties in accordance with the applicable PWS

• Minimum Years of Experience: See Qualifications section above.
• Locations: Buckley SFB, CO; Pease ANGB, NH; Selfridge ANGB, MI; Los Alamitos AAF, CA.
• PWS Paragraphs: 1.4.7; 5.0; 5.1; 5.1.1-5.1.9; 5.2; 5.3; and 5.4, as applicable to assigned duties.
• CBA Status/Scheduling: The SWO is the worksite Supervisor contemplated by the CBA. The Company selects the Supervisor. The Supervisor prepares and posts the monthly schedule at least 10 days before the scheduling period. The position is regularly scheduled as full-time as defined by the CBA; this job description does not establish a 40-hour weekly guarantee.

 

Required

• U.S. citizenship and ability to obtain and maintain required installation access, background screening, credentials, and CAC/vehicle access as applicable.
• Ability to work assigned shifts, including nights, weekends, holidays, and emergency coverage where required by the site schedule.

 

Desired/Preferred

• Prior supervisory or site-lead experience in military or civilian aviation weather operations.
• Experience with FBWOS, ADS/JET, METAR/SPECI, Air Force weather directives, ANG/DoD airfield operations, quality assurance, and Government contract performance.
• Strong leadership, scheduling, documentation, customer coordination, and problem-resolution skills.
