This National Guard position is for a TRAINING SPECIALIST (TITLE 32), Position Description Number D0579000 and is part of the NC G3, National Guard (JFHQ - G3 - Training / 1421-105).

As a TRAINING SPECIALIST, GS-1712-11 , you will develop short and long term training plans (5 years and more) for the state; review and analyze regulations, directives and documents of higher, lower and adjacent headquarters to ensure training objectives are identified and met; evaluate plans to ensure compliance with training regulations, guidance and policies; identify weaknesses and problem areas in training plans, U.Army Western Hemisphere Command (USAHWC) 1Rs (evaluation of training activities) and schedules; serve as state's marksmanship coordinator; coordinate resources to ensure units have a viable ongoing unit marksmanship program as outlined in ARNG policy; coordinate change with Adjutant General staff, Continental United States Army (CONUSA), NGB and major organizations/installations; recommend priorities to accomplish training objectives; determine training needs through analysis and interpretation of a wide variety of directives, regulations and training objectives of DA and NGB; analyze the 5 yea r Overseas Deployment Training (ODT) Plan; coordinate and disseminate changes to the ODT Plan with CONUSA, NGB, TAG staff, USFPO and units; attend and participate in CONUS, OCONUS major command conferences and training meetings; coordinate with CONUS, OCQNDS, UACOWS, NGB and ARNG units during execution of training opportunities; develop plans, policies and guidelines for state KPUP; manage Technical Assistance Program and Special Training Program; review requests for active component support, staffs requests for technical assistance and prepares recommendations to Training Administrator; draft instructions and guidance to units with approved assistance missions; develop plans and procedures for directed and non-directed training to include affiliation, round out and split unit out-of-state; responsible for the review and generation of individual Solider training and school orders; disseminate training opportunities and invitations and coordinates with active and reserve units to consummate training; manage Nuclear Biological Chemical (NBC) Program; identify individual, collective and team training requirements; ensure proper testing methods and procedures are employed; ensure specialized training requirements are met (medical, aviation and weapons qualifications); manage Physical Training (PT) Program; monitor testing and evaluates results of command level program; coordinate on displaced equipment training and new equipment training with staff management officials as required; provide budget input for special training activities for the state operating budget and mid-year review; Help
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to write reports in English and presentation formats. Ability to communicate -orally and in writing- clearly and effectively. Ability to assess body language to ensure positive response and understanding results. Skill in applying procedures and directives by reading and interpreting technical material.
Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability.
Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, programmed curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in training aids such as, achievement and aptitude tests and rating scales. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.
