Head of Programme Management

Celestar Corporation is seeking a Program Manager to support the Defense Intelligence Agency (DIA) under the Object Based Intelligence and Quality Assurance (OBIQUA) task order. The primary place of performance will be at DIA Facilities across the National Capital Region (NCR). Additionally, we provide a 401(k)-retirement plan with company matching, paid holidays, and personal time off.Responsibilities:This opportunity supports DIA's Object Based Intelligence and Quality Assurance (OBIQUA) initiative focused on advancing intelligence analysis through Agile program management, AI assurance, analytic innovation, and ontology development.The Program Manager will be responsible for overall contract performance, customer relationship management, financial execution, and program oversight while leveraging Agile methodologies to support successful program execution. This position is responsible for managing cost, schedule, performance, and risk across all contract activities and ensuring successful delivery of program objectives. Serve as the primary point of contact between DIA and the contractor team.· Lead contract execution across all task areas and ensure successful delivery of program objectives.· Coordinate with Government stakeholders to ensure alignment with mission priorities, contract requirements, and program objectives.· Manage overall contract performance, staffing, schedule, budget, and risk.· Oversee execution across Agile project management, AI assurance, analytic innovation, and ontology development task areas.· Lead program reviews, status reporting, and contract deliverables.· Supervise contractor personnel and provide strategic direction to technical leads.Required Qualifications:· At least 8 years of experience managing large IT programs· An active Agile Framework certification· Desired Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.· or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.pregnancy, childbirth, or related medical conditions; disability or handicap; service member/protected veteran status; or any other category protected by federal, state, or local law.
