Description

Under the direction of the Deputy General Counsel, the Enterprise Risk Manager develops, implements, manages, and evaluates the Enterprise Risk Management program for the District. Responsibilities include managing general insurance and property/liability claims, preparing and adjusting claims, conducting investigations, determining final dispositions, preparing risk reports and filings, procuring insurance coverages, coordinating with claims adjusters, contractors, and staff, and supporting the Office of Chief General Counsel.

The Manager ensures proactive review and action of all risk areas and serves as the primary contact for receipt, investigation, and disposition of Government Claims received by the District.

Distinguishing Characteristics

Full range of professional risk management duties performed independently. Requires excellent verbal, written, and customer‑service communication skills.

Position is designated as a Confidential Employee, handling highly sensitive information related to litigation, labor relations, personnel, and other legal matters. The role is at‑will.

Supervision Received and Exercised

The position reports to the Deputy General Counsel and does not exercise direct supervisory authority but provides guidance to staff as needed.

Working Conditions

Normal conditions include office and field settings with periodic business travel between District sites, government agencies, consultants, and other locations.

Examples of Duties

Essential functions include:

Develops, implements, and directs enterprise‑wide risk management goals, policies, and procedures.

Confers with District divisions on risk management matters.

Investigates and resolves liability claims in consultation with the Deputy General Counsel.

Co‑ordinates with the District’s third‑party administrator to manage claims and recommend settlement amounts.

Reviews discovery responses for litigation and collaborates with the Deputy General Counsel.

Develops programs to reduce District liability.

Collaborates with stakeholders across NCTD, including Safety, Regulatory Compliance, and Employment & Civil Rights.

Coordinates cost‑recovery/subrogation program and evaluates related reports.

Oversees all insurance matters, reviews agreements, negotiates contracts, and maintains certificates of insurance.

Performs market cost/benefit analysis, prepares RFPs, bid specifications, and questionnaires.

Adjusts liability and cost‑recovery claims.

Reviews procurement documents to identify indemnification and insurance requirements.

Manages all insurance policies and programs and oversees the District’s Broker of Record.

Performs comprehensive reviews, analyses, and develops recommendations on insurance needs.

Monitors legislation, legal cases, and court decisions impacting the District, and implements policy changes.

Oversees the Risk Register, chairing Risk Roundtable meetings and issuing Corrective Action Plans.

Represents the District in meetings with government agencies, transit and professional organizations.

Completes statistical and other reports for executive leadership and regulatory agencies.

Coordinates and administers safety and risk reduction training programs.

Responds to subpoenas and other legal discovery work.

Represents the District at minor legal proceedings (small claims, hearings, mediations).

Maintains files and document repositories related to insurance, claims, and litigation.

Performs other related duties as assigned.

Qualifications

Experience/Education

Bachelor’s Degree in Finance, Business Administration, Risk Management, Public Administration, or related field.

A minimum of five (5) years of directly relevant experience, including administering risk management, risk analysis, worker’s compensation, claims, or similar programs.

Preferred experience in a public‑agency environment.

Certificates/Licenses

Possession of an Associate in Risk Management (ARM) designation and/or insurance‐related designation (e.g., AINS, AU, CPCU). Preferred.

Must obtain and maintain annual access to Marine Corp Base Camp Pendleton.

Must possess a California driver’s license, Class C, with less than six points in the prior 3 years and no DUIs in the prior 7 years.

Maintain compliance with District policies on Standard of Conduct, Conflict of Interest, and Ethics.

General Requirements

Knowledge of risk‑management principles, asset protection, and liability claims administration.

Knowledge of research and analysis methods for risk management.

Ability to interpret and apply risk‑management policies, federal and state regulations, insurance, labor, environmental codes, loss‑control methods, statistical and financial analysis, and record‑keeping principles.

Proficient in building relationships and team collaboration.

Strong analytical and critical‑thinking skills; able to organize, analyze, and present data.

Exceptional verbal and written communication skills.

Professional expertise in multiple areas with discretion and judgment.

Highly confidential and diplomatic in handling sensitive situations.

Ability to manage simultaneous priorities.

Proficiency in Microsoft Office Suite.

Physical Requirements

Use phone and computer for extended periods; manual dexterity for clerical tasks; lift up to 25 lbs daily.

Ability to hear, see, and communicate verbally.

Physical travel between locations, work evenings and weekends, navigate varied terrain along railways.

Possibility to respond to accidents, disasters, and hazardous conditions.

Exposure to fumes, odors, dusts, gases, or chemicals; able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

Operate personal computer and Microsoft Office Suite.
