The Waste Prevention and Environmental Services department is looking for a Household Hazardous Waste (HHW) Program Supervisor to support Metro's regional household hazardous waste program. This position supports operations at Metro South and Metro Central transfer stations and community collection events throughout the region and helps ensure hazardous materials are managed safely, efficiently, and in compliance with environmental regulations.
This is an opportunity to play a key role in protecting public health and the environment while helping expand access to hazardous waste collection services across the region. The ideal candidate brings strong technical expertise, leadership skills, and a commitment to continuous improvement in environmental operations.
As the HHW Program Supervisor you will:
Provide oversight and technical leadership for household hazardous waste operations at Metro South and Metro Central facilities and regional collection events.
Coordinate with HHW Supervisors, Program Coordinators, and Specialists to support safe, efficient, and consistent program operations.
Ensure compliance with applicable federal, state, and local regulations, including Resource Conservation and Recovery Act (RCRA), Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), and Oregon Department of Environmental Quality (DEQ) requirements.
Support hazardous waste packaging, storage, transportation, tracking, and disposal activities.
Manage contracts and vendor relationships related to hazardous waste transportation, disposal, recycling, and specialty waste programs.
Lead program planning efforts, including expansion of community collection events, development of new waste management procedures, and implementation of strategic initiatives.
Supervise assigned staff, including hiring, training, performance management, coaching, and professional development.
Analyze operational and regulatory data, prepare reports, and present information to leadership, regulatory agencies, and other stakeholders.
Collaborate with Metro divisions, local governments, contractors, and partner agencies to advance environmental, sustainability, and public service goals.
Promote a culture of safety, accountability, innovation, and continuous improvement across all HHW operations.

Minimum qualifications:
Bachelor's degree in environmental science, chemistry, environmental engineering, public administration, or a related field; and
Four (4) years of progressively responsible experience in hazardous waste management, environmental compliance, or a related field; or
Any combination of education, professional experience, volunteer experience, and lived experience that provides the knowledge, skills, and abilities necessary to perform the duties of the position.
Working conditions:
This position regularly works onsite at Metro South and Metro Central facilities and occasionally supports community collection events throughout the region. The position involves work in operational environments where exposure to hazardous materials, industrial equipment, varying weather conditions, and personal protective equipment requirements may occur. Employees must follow all applicable safety procedures and protocols.

Hybrid Telework:
This position is designated as "hybrid telework." You will be required to work onsite and at times have the option to work away from your assigned work location. This position will work regularly onsite at Metro South and Metro Central facilities, with one remote workday each week dedicated to planning, analysis, reporting, and program coordination. The specific schedule and balance of onsite and telework will be discussed with the hiring manager at the time of offer. Employees must reside in Oregon or Washington to work at Metro. Please note, the designation of hybrid telework may be subject to change at a future time.
Like to have qualifications:
Experience managing or supporting household hazardous waste facilities, collection programs, or special collection events.
Experience developing and implementing environmental programs or operational procedures.
Experience managing contracts, vendors, or consultant services.
Experience supervising staff, leading teams, or coordinating cross-functional projects.
Experience with regulatory reporting, environmental audits, or compliance inspections.
Knowledge of Extended Producer Responsibility (EPR) programs, product stewardship initiatives, or related environmental policy frameworks.
Experience working with environmental data systems, databases, dashboards, or performance metrics.
Experience collaborating with regulatory agencies, local governments, or community partners.
Previous experience working in a union environment.
Previous experience working with Peoplesoft and NEOGOV.

Compensation, benefits and representation:
The full-salary range for this position is step 1: $108,864.39 to step 7: $145,888.85. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirements and Metro's internal equity review process, the appointment will likely be made between step 1: $108,864.39 to the equity range step 4: $126,024.75.
