This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Accounting & Finance unit exists to perform general accounting and financial reporting functions for the Department of Early Childhood and to be of assistance to the management of all programs within CDEC, the State Controller's Office, the Federal government, county departments, Office of the State Auditor, Federal auditors, and others in need. Generally, this unit is responsible for providing accounts payable, account receivable, cash management, cost accounting, grants accounting, payroll and timekeeping, and financial reporting functions as required to meet the department's needs. In particular this unit is responsible for the following services:
Providing financial information to management and budget and serving as a resource to Program Administrators for policy, budget and planning for the future
Managing automated systems that record financial transactions, data, bills, payments, payroll, timekeeping, and other required as well as ad hoc reports;
Recording Federal expenditures and revenue for grants and providing financial reports to the Federal government and other grantors;
Accounting for the State's capital assets by recording in the fixed asset system and monitoring the inventory; Providing payments to the county departments, recording and reporting their expenditures in the State's accounting system;
Ensuring audit compliance and coordination with auditors from the State and Federal governments;
Ensuring that State systems capture the financial information needed for county reimbursements and claiming federal funds
Reconciling all of the systems data to insure complete and accurate information; Establishing accounting services for programs.
This is accounting technician position supports various functions in the accounting unit including reviewing travel reimbursement requests and purchasing card transactions, preparing deposits, and CORE reporting and coding set up for all CDEC programs. The position is responsible for understanding and maintaining compliance to all federal, state, and department requirements and policies related to travel reimbursement. This position exists primarily to perform travel audit functions ensuring CDEC travel program maintains compliance.
Audit incoming travel reimbursement requests for the appropriate approval, coding, and the additional supporting documentation required for entry into CORE.
Review and revise procedures, job aids, SOP's and forms for entering travel reimbursements accounting data entry into CORE.
Complete audit review of each travel reimbursement request and prepare audit worksheet for each reimbursement request. This audit worksheet is included as additional backup for the GAX.
In office, preparing and submitting deposits into the CDEC Wells Fargo bank account.
Enter the ITI's into the OnBase invoice approval workflow application for approval routing and processing.
General accounting support.
Prepare financial transaction tracking reports.
Responds to inquiries regarding travel reimbursement requests transactions in a timely manner.
Review data from the CORE system, and correct errors as necessary.
Execute year end closing of all CDEC accounts completing timely transactions.
Three years of technical accounting* experience. This experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement.

Experience working with the State of Colorado Operations Resource Engine (CORE);
Knowledge of debits and credits;
Proficiency in Microsoft Excel;
Bachelor's degree in Business Management, Business Administration, Finance, Accounting or a closely related field of study;
Relevant years of technical accounting state service.
Previous travel reimbursement processing experience.
Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
