Program Manager – Department of Rehabilitation Services Location: Oklahoma City, OK (Division of Services for the Blind and Visually Impaired – Oklahoma Library for the Blind and Physically Handicapped)

Basic Purpose Positions in this job family are assigned responsibilities involving the direction or supervision of programs related to the delivery of agency services on a statewide basis. This may include the supervision of professional level staff in providing a variety of services and assistance to eligible clients, responsibility for a work unit of a division or a single program area, assisting in directing a major multifunctional program or unit, or overall responsibility for major program activities involving the principal operations of the agency. Positions in this job family are assigned responsibilities involving providing direction and guidance for program services and operations, and coordinating program functions and activities within an agency division or unit.

Typical Functions Manages a major agency unit, section, division or program; directs or supervises staff in the completion of assigned functions and activities.

Develops and recommends policies, rules and regulations which pertain to the administration of assigned programs consistent with federal and state laws; participates in program analysis, including the analysis of problems and needed services.

Directs studies of needs; reviews and analyzes information from studies and projects for immediate and long‑range program development; advises subordinate program staff and other interested groups of the proper interpretation and application of agency rules and policies.

Reviews periodic staff reports, administrative audits, program activities and other information to evaluate program effectiveness and quality of service; develops controls to assure accountability for program operation, policy implementation and the maintenance of efficiency in various units.

Develops and maintains sound personnel policies and practices; participates in the selection of persons for educational scholarships; directs staff training programs.

Level Descriptor Level II – Direct supervisory responsibility over a professional level staff; assessing program staffing needs; conducting local on‑site staff meetings and training; counseling local officials; coordinating community outreach; initiating corrective actions concerning program procedures and staff management.

Level III – Direction and supervision of a work section of a division having responsibility for a single program area administered by the agency; performs all essential functions related to the position.

Level IV – Assisting in the administration of a major multifunctional program or unit; planning, organizing, directing program or unit functions and activities; supervising lower‑level managers or supervisors responsible for individual units or programs.

Education and Experience Level II – Master’s degree and one year of professional experience; or bachelor’s degree and two years of professional experience; or equivalent combination.

Level III – Master’s degree and two years of professional experience; or bachelor’s degree and three years of professional experience; or equivalent combination.

Level IV – Master’s degree and three years of professional experience; or bachelor’s degree and four years of professional experience; or equivalent combination.

Knowledge, Skills, Abilities, and Competencies Level II – Knowledge of agency policies and procedures; state and federal legislation related to assigned agency programs; supervisory principles and practices.

Level III – Knowledge of agency policy; state and federal regulations; sound methods of administration; methods of management and planning.

Level IV – Knowledge of federal and state laws and regulations relating to the administration of assigned program; principles, methods and practices of the program; organization, development and administration of the program; supervisory principles and practices.

Special Requirements Willingness and ability to perform all job‑related travel.

Proficiency in American Sign Language (some positions).

Eligibility to sit for professional certifications such as CRC, CVE, PVE, or LPC (some positions).

Essential Functions The Programs Manager of the Oklahoma Library for the Blind and Physically Handicapped (OLBPH) directs and manages the daily operations of this statewide program within the Division of Services for the Blind and Visually Impaired of the Department of Rehabilitation Services.

The library provides general library services; operates an Accessible Instructional Material Center (AIM); operates an in‑house digital recording studio, online and telephone‑based audio information services; repairs digital talking book players and braille writing devices.

The OLBPH currently services approximately 5,000 patrons and has a staff of 20 employees.

Duties include providing guidance and oversight for all library services and programs, supervision of all library employees, and oversight of the Travis Harris library building and grounds.

Preferred Qualifications Master’s degree in Library Science from a program accredited by the American Library Association.
