Head of Programme Management

The Program Manager will support the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Research and Technology Integration (RTI) Directorate's EOIR Sensors, Modeling, Processing, and Power (EMP2) portfolio, focusing on next-generation sensors, processing, simulation, and power.

Support the coordination of project activities across multiple teams, stakeholders, and external partners. Efforts may include the following technical support, such as collecting and assimilating activity data, and monitoring schedule goals. The contractor shall prepare briefing material and other documentation in support of collaboration activities.

Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order.

Independently manage all contract activities, ensuring performance aligns with the Performance Work Statement and applicable regulations (FAR Parts 7.5 & 37.1).

Conduct high-level program planning, budgeting, scheduling, risk management, and lifecycle costing; conduct manpower assessments; and provide regular status briefings to PM PNT management (weekly high-level, quarterly in-depth).

Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).

Manages the overall contract onsite. This position manages the administrative aspects of the contract.

Ensures that the manning and training of the contract staff are adequate to meet the deliverables.

Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.

Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.

Manage and coordinate planning and implementation of all contract/program activities; formulate and review project feasibility studies; interpret policies, purposes, and goals of the organization for contractor and subcontractor personnel; Required Master's Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline.

PMP Certification

Fifteen (15) years of experience in the management and supervision of substantive military hardware/software development, or related systems analysis.
