Head of Recruiting & HR

We are looking for an experienced HR Manager to join our team in Bellevue, Washington.
This role will oversee the full spectrum of HR operations for our U.S. team while serving as a key HR liaison between our U.S. organization and overseas teams across APAC and other global regions .
The ideal candidate is an experienced HR professional with strong U.HR knowledge, excellent cross-cultural communication skills, and hands-on experience working with international or geographically distributed teams.

Global & Cross-Border HR
Act as the key HR point of contact between the U.S. team and overseas/APAC teams.
Coordinate HR initiatives, policy updates, talent reviews, employee support, and HR projects across different time zones.
Partner with global HR teams to implement HR systems, performance management, talent development, and employee engagement programs.
Adapt global HR policies and practices to comply with U.Support cross-border recruitment, international employee mobility, transfers, expatriate assignments, and cross-cultural team integration.
Handle cross-border employee relations matters and help ensure a consistent employee experience across regions.
Prepare HR reports and analysis on regional HR operations, risks, and improvement opportunities.

HR Operations & Compliance
Manage the full employee lifecycle, including recruitment, onboarding, performance management, compensation and benefits, employee retention, and offboarding.
Maintain accurate employee records and HRIS data.

Talent & Employee Relations
Develop local talent pipelines and support talent planning and retention initiatives.
Partner with managers on employee development, performance management, and team-building.
Handle employee relations matters, workplace concerns, and conflict resolution.
HR Projects & Process Improvement
Participate in global HR transformation and regional HR optimization projects.
Improve local HR processes and operational efficiency.
Provide HR solutions to support organizational growth, restructuring, and cross-border business expansion.

Bachelor's degree or above in Human Resources, Business Administration, Organizational Psychology, or a related field, SHRM-CP, SHRM-SCP, SPHR, or other relevant HR certification.

• 3+ years of HR Manager or equivalent HR management experience.
• Proven experience in multinational, cross-border, or global HR operations .
• Hands-on experience across core HR functions, including employee relations, compensation & benefits, performance management, recruitment, and HR operations.
• Fluent in English , with the ability to conduct business discussions, meetings, and formal HR communications in both languages.
• Proficiency in HRIS and Microsoft Excel, including HR data analysis and reporting.
• Strong communication, stakeholder management, problem-solving, and decision-making skills.
• Ability to independently manage complex HR matters in a fast-paced, international environment.
