Job Summary Health Research, Inc. (HRI) is seeking a Program Research Specialist III within the Asthma Bureau, Center for Population Health Science, New York State Department of Health. The role focuses on data analysis and surveillance of asthma statewide, including development and maintenance of a web-based asthma data dashboard.
Responsibilities Identify, obtain, and analyze multiple data sources to generate results for asthma surveillance indicators.
Monitor and implement performance measurement systems, including federal performance measures.
Manage and analyze data to assess progress toward the State Strategic Plan for Asthma Control and Prevention Agenda goals.
Contribute to NYSACP evaluation activities across multiple initiatives, including data management, analysis, and reporting.
Prepare and analyze data for the asthma dashboard, data‑to‑action reports, data briefs, and publications.
Minimum Qualifications Bachelor’s degree in public health, epidemiology, health informatics, biostatistics, or related field and 3 years of research experience in data collection and analysis; OR
Associate’s degree in a related field and 5 years of such experience; OR
Seven years of such experience.
A Master’s degree in a related field may substitute for one year of experience.
Preferred Qualifications Master’s degree in Public Health or related field and 2 years of experience in public health research, surveillance, or evaluation.
Doctorate in a related field.
Proficiency in data analysis, database and statistical software, interpretation, and dissemination of data for varied audiences.
Experience analyzing large public health datasets (e.g., BRFSS, emergency department, hospital discharge, vital statistics) and linking large datasets.
Intermediate or advanced proficiency using SAS (SAS BASE, SQL, GRAPH, STAT, ODS, MACRO).
Experience with HTML and Tableau software development.
Conditions of Employment Grant‑funded position requiring compliance with funding timelines, grant deliverables, and contract obligations. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available. The selected candidate must reside within a reasonable commuting distance of the official work location and be willing to relocate to New York, New Jersey, Connecticut, Vermont, or Massachusetts if necessary. The position is eligible for a hybrid work schedule.
