Human Resources ManagerUnder the general supervision of the Library Director, the Human Resources Manager is responsible for overseeing all aspects of human resources operations within the Library. This role ensures compliance with employment laws and policies, supports a positive workplace culture, and provides strategic guidance on staffing, employee relations, performance management, and organizational development; serves as a member of the library's management team.Schedule is Monday - Friday: 8:30am - 5:00pm with flexibility to attend evening and weekend events as needed. Open until filled, with first review of applicants starting Tuesday, September 14, 2026.The Human Resources Manager will:Manage full-cycle recruitment, onboarding, and employee exit processesLead and manage hiring processes, ensuring fair, consistent, and inclusive practicesServe as a resource for staff and management on HR-related mattersPromote a respectful and inclusive work environmentMaintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.Lead or support special projects related to workforce planning and employee engagementOversee documentation and recordkeeping for personnel filesServe on the Benefits Advisory Committee and collaborate with the City of Champaign Human Resources Department to administer benefits programs and coordinate annual open enrollment.Support performance evaluation processes and professional development initiativesLead employee centralized online training program, Staff Development Day, and other learning opportunitiesProvide coaching and support to supervisors and staffPerforms back up functions to Accounting and other Administrative functionsCollaborate with Administration on compensation planning and analysisParticipates in departmental and library-wide training and activities, including technology and safety trainingProvides excellent internal and external customer serviceOther duties as assignedRequirements include:Proficiency in Human Resources software systems—Tyler MUNIS and Stratustime preferred—along with time-keeping applications, reporting tools, and the Microsoft Office Suite.Excellent interpersonal, communication, public speaking, and problem-solving skillsExcellent organizational skills and attention to detailDemonstrated ability to apply initiative and exercise good judgementProven leadership qualities that foster teamwork, effective communication, and high moraleAbility to handle confidential and sensitive information with discretionAbility to supervise the work of othersAbility to issue guidance and ensure compliance with the Library's Staff Handbook and policiesAbility to interact harmoniously and communicate well with staffAbility to maintain reliable schedule and regular attendanceGood vision and hearing to effectively engage with employeesManual dexterity to operate computer and phone equipmentValid driver's license, acceptable driving history, and personal automobile for job-related transportationSatisfactory pre-employment background checkAcceptable experience and training includes:Bachelor degree in Human Resources, Business Administration, or related field (required)SHRM-CP, SHRM-SCP, or PHR certification (required)Experience working in a library, educational, or municipal environment (preferred)Experience working with collective bargaining and labor relations (required)Minimum of 3–5 years of progressive HR experience, preferably in a public or nonprofit settingStrong knowledge of employment laws and HR best practicesKnowledge of Spanish and/or French is helpfulAny equivalent combination of experience and training which provides the required knowledge, skills, and abilities
