This position is eligible for telework, which is currently one day per week. Please note that this position is only open to MTA employees.

This position reports to the Senior Director, Procurement and manages a staff of direct reports and subordinates. Responsible for providing user departments with the materials and services needed to meet business goals by directing the daily operations and activities of the procurement process, including: the development of procurement strategies, client consultation, inventory management, vendor negotiation, preparation and validation of procurement documents, contract interpretation, ensuring conformance with applicable laws and policies, management reporting, and market research to increase the level of competition.

Manages, trains, and develops personnel to effectively and efficiently carry out the functions of the unit. The functions may include procurement activity (rolling stock, technology contracts, inventory and non-inventory materials, and contracts for technical and professional services) for the User departments; cost/price analyses performed in support of the procurement activity, as well as the promulgation of procurement policy and procedures.

Provides career development for subordinates including prompt and effective coaching and counseling. Reviews performance of staff. Assists in the development, review, and implementation of policy and procedural changes and alternate strategies regarding the procurement function based upon operational performance analysis to increase efficiency and effectiveness of available personnel.

Assists in the development and implementation of procurement policy and procedures within the framework of applicable FTA, state, city, and MTA regulations, statutes, and sound business practices; revision of procurement methods and procedures to incorporate changes based on regulatory and statutory changes; oversees the implementation of those revised procurement methods and procedures by staff into the procurement process.

Knowledge of public sector procurement management process; advanced knowledge of contracting techniques, negotiation strategies, and project management skills.

External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

Bachelor’s Degree in Arts/Sciences (BA/BS) in Business, Law, Public Administration, or a satisfactory equivalent, or an equivalent combination of education and experience may be considered in lieu of a degree

Master’s degree in Arts/Sciences (MA/MS) in a related field

Familiarity with the MTA’s policies and procedures.
