Head of Operations & Business Management

We are seeking an experienced Operations Manager to lead operations and ensure full regulatory compliance across all activities conducted within our Foreign Trade Zone (FTZ). This role is responsible for overseeing FTZ inventory control, admission and withdrawal procedures, recordkeeping, and coordination with U.S. Customs and Border Protection to maintain the integrity of our zone operations. The ideal candidate combines strong operational leadership with deep knowledge of customs regulations, FTZ procedures, and import/export compliance.

Key Responsibilities

Oversee daily FTZ operations, ensuring adherence to CBP regulations, Board requirements, and company policies.

Manage the Inventory Control and Recordkeeping System, including admissions, withdrawals, transfers, and zone-to-zone transactions.

Serve as primary liaison with CBP, the FTZ Board, and grantee/operator representatives on compliance matters and audits.

Develop, implement, and maintain standard operating procedures (SOPs) for FTZ activities.

Supervise and train operations staff on customs entry procedures, classification, valuation, and FTZ-specific requirements.

Coordinate with brokerage, warehousing, and logistics teams to ensure accurate and timely processing of import/export transactions.

Monitor changes in customs law, trade agreements, and FTZ regulations, updating internal practices accordingly.

Manage annual reconciliation, zone reporting, and required filings with CBP and the FTZ Board.

Respond to CBP inquiries, requests for information, and compliance actions, coordinating corrective action plans as needed.

Oversee bonded warehouse and zone security requirements in accordance with CBP regulations.

Prepare compliance reports and operational metrics for senior leadership.

Qualifications

Certified Customs Specialist (CCS) certification - required.

Bachelor’s degree in supply chain, international trade, business, or a related field, or equivalent professional experience.

Minimum 5 years of experience in customs brokerage, trade compliance, or FTZ operations, including at least 2 years in a supervisory or management role.

Strong organizational, leadership, and communication skills.

Licensed Customs Broker (LCB) - preferred.
