Position Title: Procurement Associate

In November 2022, New York City voters overwhelmingly approved three ballot proposals that put racial equity and justice at the heart of city government, including the NYC Commission on Racial Equity (NYC CORE).

The first of its kind in the nation, the NYC Commission on Racial Equity is an independent 15-member commission responsible for engaging diverse communities to guide and assess the City’s racial equity planning process. NYC CORE will be composed of diverse New Yorkers with equity expertise and/or relevant lived experience, serving as a conduit to bring historically excluded communities and voices into government decision-making.

NYC CORE is an independent commission to hold the NYC government accountable to advance racial equity in government operations and to increase community voice in government decision-making. The Chair & Executive Director is jointly appointed by the Mayor and the New York City Council Speaker. Other NYC CORE commissioners are appointed by the Mayor, City Council Speaker, City Comptroller, and Public Advocate.

NYC CORE team takes the vision of the Chair & Executive Director and the Commissioners and translates it into action strategies and plans that implement accountability for racial equity in the city. Like the Commission itself, the Commission’s staff aims to be representative of New Yorkers from all communities and walks of life. The Procurement Associate reports directly to the Senior Fiscal Associate / Agency Chief Contracting Officer and Operations and Administration Unit.

Manage assigned procurements throughout the lifecycle, under supervision and approval of the ACCO or procurement supervisor, including but not limited to Micro purchases, 5+10 Small Purchases, M/WBE Noncompetitive Small Purchases, and Intergovernmental Purchases.

Process assigned procurements through solicitation, evaluation, award, encumbrance, registration when required, written authorization and closeout.

including ensuring invoice information and its associated purchase orders align and that payments made is in accordance with budget allocations and fiscal year delivery periods.

Draft, finalize and submit all procurement public notices to various publication platforms.

Reviewing purchasing requisitions and procurement documents.

Serve as liaison with and between agency end users, vendors, and oversight agencies.

Maintain and update procurement status reports and databases.

Utilize FMS and other City information systems to prepare contracts for registration, including conducting responsibility determinations, ensuring vendor registration in required data systems, coordinating contract execution, and securing required approvals.

Provide cross-functional administrative and operational support to the Operations and Administration Unit, including compliance tracking, recordkeeping, document preparation, reporting, project coordination, responding to information requests and assisting with special projects and process improvements.

Create an effective and collaborative work environment that supports innovation and excellence while centering community voice.

Embeds DEI and racial equity practices and tools into the everyday functioning of the Commission.

2 or more years’ experience in procurement, purchasing, contract administration, accounts payable, and vendor management.

Knowledge of or demonstrated interest in New York City procurement.

Experience with New York City Financial Management Systems (FMS) or other procurement systems.

You take initiative to build your knowledge, develop new skills, and become proficient in unfamiliar systems, policies, and procedures.

Strong proficiency with Microsoft Office.

Commitment to integrity, confidentiality, equitable procurement, customer service and responsible stewardship of public funds.

Commitment to racial equity and are seeking a values-aligned role that involves significant creativity and challenge.

Community organizing and engagement or customer service management experience.

Demonstrated commitment, competency and strong familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, or Pacific Islander communities in New York City, or other marginalized groups

Background of living in, working within, or growing up as a member of communities facing historical oppression will contribute to your ability to guide the planning process.

The NYC Commission on Racial Equity’s compensation package includes a market competitive salary and exceptional benefits. Our cash compensation for this role is $80,000. To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
