This is a full-time position with a starting annual pay range is $55,075 to $77,803 depending upon experience and certifications. This position is eligible for benefits that include employer paid health and dental, sick leave, annual leave, and 12 paid holidays. Responsible for administering and supporting the District's human resources functions, including recruitment, onboarding, employee relations, benefits administration, payroll support, performance management, policy administration, compliance, and personnel records. This position serves as a resource for employees and management while ensuring compliance with federal, state, and local employment laws and District policies.

Works under the general supervision of the District Manager & Administrative Service Director Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines involving significant accountability and decision-making responsibilities.

SUPERVISION EXERCISED

Recruitment & Staffing: Coordinate the recruitment and hiring process, including job postings, applicant screening, interview scheduling, and reference checks. Prepare employment offers and new hire documentation. Maintain applicant tracking records and recruitment files.

Employee Relations: Serve as a resource for employees regarding policies, procedures, and employment-related matters. Assist supervisors with employee coaching, counseling, and disciplinary documentation. Investigate employee concerns and workplace complaints. Benefits Administration: Administer employee benefit programs including health insurance, retirement, life insurance, disability, and wellness programs. Assist with compensation studies and salary surveys.

Compliance: Ensure compliance with federal, state, and local employment laws and regulations. Maintain personnel records in accordance with legal retention requirements. Administer drug and alcohol testing as required. ADA accommodations, workers' compensation, unemployment claims, and other employment-related programs. Monitor changes in employment law and recommend policy updates.

Maintain confidential personnel files. Maintain HR databases and document management systems. Coordinate employee performance evaluation processes. Assist with special projects assigned by the District Manager and provide general administrative support.

A Associates Degree Preferred in Human Resources, Business Administration, Public Administration, or related field.

Interpret policies and employment regulations. General office setting, comfortable working positions.Mental application requires discriminating thinking, guided and creative problem solving.
