Recruitment Resourcer - Part Time

The Recruitment Specialist manages IHSC recruitment and hiring for U.Public Health Service Commissioned Officers. Develops and implements recruitment strategies, conducts outreach, collaborates with stakeholders, manages recruitment data, and assists candidates.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Help
Develops, facilitates, and implements all phases of the IHSC recruitment process such as and not limited to the following: creating recruitment/hiring announcements, candidate examinations, selections for IHSC, recruitment reports, auditing and closing out announcements.

• Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
• Collaborating with administrative staff and hiring managers in fulfilling their recruitment and staffing needs, including notifying hiring official a candidate requests a site visit.
• Develops outreach programs and establishes agreements with representative colleges, universities, and local medical and educational facilities.
• Outreach activities also include hosting and attending in person and virtual events, visits to job fairs, and events hosted by professional associations.
• Manage IHSC recruitment and retention processes which includes internal and external collaboration, coordination, recruitment event management, and developing and maintaining recruitment and retention procedures.
• Contacts potential candidates by phone and email, answers calls, web-based inquires, virtual chat group messaging etc., Assist interested candidates with questions related to the application process, qualifications, current vacancies, and provide general information regarding benefits, pay, and leave schedules etc.
• Creates, reviews, or edits all written materials used for advertising in professional journals, web-based postings, public facing webpage, magazines, billboards, etc.
• Provides advice and assistance to collateral duty recruiters and supervisors in response to specific recruitment requests.
• Manage the IHSC recruitment strategy, policy, guide, and standard operating procedures.
• Conduct recruitment & staffing data analysis, interpret data, and produce reports for dissemination to IHSC Leadership.

Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position. ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Comprehensive knowledge of, and skill in applying a wide range of methods, principles, and practices commonly used in the recruitment and placement processes, and knowledge of the occupational design of positions within assigned organizations.

• Excellent written and oral communication techniques to develop and deliver virtual presentations, briefings, project papers, status/staff reports, and correspondence to managers or hiring authorities to foster understanding and acceptance of findings and recommendations related to recruitment and/or human resource activities.
• Coalition building, networking, and fostering relationships with internal and external stakeholders being able to work in a fast-paced environment.

Average manual dexterity for computer operation.

Graduate degree in human resources management, preferred; or graduate/professional degree in health profession discipline with program management experience.

• If a clinician, must maintain requirements for clinical licensure and be able to TDY internally to support the field as needed.
• Knowledge of PHS program policies and guidelines, and operating procedures relating to personnel management.
• Knowledge of organizations and responsibilities of all levels of government operations for recruitment and retention.
• Ability to collaborate with stakeholders outside of the personnel unit, and agency.
• Proficient with Microsoft Office Suite or related software, including SharePoint, and the ability to review and interpret data.
• Proficient with or the ability to quickly learn Human Resource Information Systems, applicant-tracking software, or other recruitment systems.
• Ability to create and implement sourcing strategies for recruitment for a variety of roles.
• Ability to multi-task, prioritize and complete a high volume of tasks and projects independently.

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (

ICE

), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, IHSC Personnel Unit (IPU). This is a non-supervisory position, and the incumbent will report directly to the Section Chief, Staffing and Recruitment.
As the Recruitment Specialist, the incumbent manages the IHSC recruitment and hiring program for U.The incumbent will assist in the direction, development, and administration of the nationwide recruiting and referral programs for IHSC to include PHS.
The IHSC provides on-site direct patient care to ICE detainees at 17 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.
