Chief Deputy Treasurer-Tax CollectorThe County of Monterey is seeking a public finance leader to serve as Chief Deputy Treasurer-Tax Collector (CDTTC). This executive-level role is responsible for leading major operational functions within the Tax Division and ensuring the effective collection, management, and safeguarding of public funds. The CDTTC plays a central role in driving operational performance, regulatory compliance, and service delivery across multiple revenue programs that support essential County services. This position oversees programs responsible for administering and collecting secured and unsecured property taxes, transient occupancy tax (TOT), and cannabis business tax; executing enforcement actions including seizure and sale of tax-defaulted property; The role requires close coordination with the Assessor, Auditor, Cannabis Program, and other agencies, while influencing policy development and legislative strategy.You will learn and grow professionally while using technology to process payments for court fines and fees as well as taxes.You will play a vital role in delivering services that directly support the County's mission and commitment to the community.A few challenges you might face with this job:You may interact with some dissatisfied or challenging customers.You will need to stay current on policies and demonstrate mastery of processes and procedures.You will be expected to learn terminology related to taxes and court fines/fees.Examples of DutiesManages the operations and activities of a major organizational division (Treasury, Revenue, and Tax) of the Treasurer-Tax Collector's Office by planning, organizing, coordinating, evaluating, and implementing new processes and directing the Division's work activities.Establishes priorities and schedules to assure legal requirements and deadlines are met timely and as required by law.Builds and maintains partnerships with a variety of internal and external stakeholders. policy and procedures, customer service, budget preparation, workflow issues, human resources, contracts, information technology).research special financial, accounting, and budgetary issues and concerns; prepares, directs, and reviews a variety of complex financial, operational, management and statistical reports; Selects, supervises, trains, and evaluates the performance of subordinate management, professional, technical, and clerical staff.Conducts special projects such as cost-benefit analyses and alternate financial models, resulting in comprehensive reports and recommendations.Represents the Treasurer-Tax Collector's Office, Department Head or Assistant Department Head at various internal and external meetings, functions, or events by actively listening, responding to concerns, sharing information, and making presentations to be responsive to stakeholders.Examples of Experience/Education/TrainingAny combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. Education completion of a bachelor's degree in finance, accounting, economics, business administration, public administration, or a closely related field with coursework in accounting, finance, and business administration. AND Experience Five (5) years of progressively responsible experience managing an investment portfolio, banking and/or financial services-based program, and/or program and policy development and implementation, professional experience in billing and collections, customer services programs, tax assessment, preparing economic analyses and statistical reports that includes two (2) years of experience as a supervisor of staff.Possess and maintain a valid California Class C driver's license or the ability to provide suitable transportation that is approved by the appointing authority.Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.Successfully complete a background check to include a fingerprint check, reference check, and a review of driving record.Please visit our website to view the Management Unit X Benefit Summary Sheet.
