The Human Resources Clerk IV is a generalist who is responsible for following established guidelines, policies and procedures in HR functions such as but not limited to human resources administrative services (employee transactions) and benefits, recruitment, classification, workers' compensation and labor relations; In addition, qualifying work experiences are based on a 40-hour work week.
One (1) year of progressively responsible general office clerical experience.
Two (2) years of experience in an office where the work required the knowledge and application of pertinent human resources rules, regulations, procedures and program requirements
QUALITY OF EXPERIENCE: Successful completion of a clerical curriculum at an accredited business or technical school may be substituted for the General Experience on a month-to-month basis up to a maximum of one year.
- Successful completion of an academic year in an accredited college or university above the high school level may be substituted for one year of the General Experience.
- Graduation from an accredited college or university may be substituted for one year of General Experience and two years of Specialized Experience. Applicants possessing this educational qualification are deemed to have met all of the requirements for the Human Resources Clerk IV level.
KNOWLEDGE OF: Arithmetic (addition, subtraction, multiplication, division), filing and other general office work; standard English language communication skills in order to speak, read, and write effectively.
Function of the organizational unit in which employed and its role within the human resources office and department; specific portions of Hawaii Health Systems Corporation and departmental policies and procedures and forms pertinent to the work performed; pertinent authoritative source documents used such as Federal laws, State civil service regulations, BU contracts, precedent cases, department policies, procedures and guides, etc.
ABILITY TO: Read and understand detailed but uninvolved procedural guidelines, informational materials, etc.; learn and carry out procedures in human resources clerical work systems in accordance with established guidelines and procedures; convey routine information orally and in writing; operate common office equipment; Understand and apply pertinent regulations, policies, contract agreements, procedures, etc., QUALITY OF EXPERIENCE: If you worked on a part-time basis, indicate the average number of hours worked per week. Applicants must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under the federal law for unrestricted employment and at the time of appointment intend to reside in the State of Hawaii during the course of employment with the Hawaii Health Systems Corporation.

MEDICAL/PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successfully passing a pre-employment physical examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, two-step tuberculosis (TB) screen. Administrative Review, subsequent appeals: If you do not agree with a decision made by the Employment Office as to your non-qualification or non-selection for a position, you may complete a Request for Administrative Review form (available on the HHSC website) or you may submit a written request within twenty (20) days from the date of your sent notice to the Regional Chief Executive Officer/Designee. Your letter requesting the Administrative Review must include: If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
