Position Summary Program Specialist V (professional level). This posting will fill various Program Specialist positions at the specified location. The authorized level is Program Specialist V and applications are also being accepted for Professional Trainee I in case of recruiting difficulties. Salary Range Professional Trainee I: $4,243.00 – $5,162.00 per month. Professional Trainee II: $4,590.00 – $5,588.00 per month. Program Specialist III: $4,961.00 – $6,043.00 per month. Program Specialist IV: $5,369.00 – $6,535.00 per month. Program Specialist V: $6,043.00 – $7,351.00 per month. All new external applicants will be placed on the initial step of the salary range unless special characteristics apply. Responsibilities Supervises a professional staff and participates in program planning and development activities. Implements policies and procedures to assure efficient and effective staff work. Makes assignments of projects and special studies to staff. Evaluates subordinate’s work productivity in relation to the agency’s standards of performance. Provides consultation, direction and advice to subordinates on program planning and development methods, non‑routine or complex assignments or to clarify established guidelines. Conducts studies and analyses of major, unprecedented or controversial issues regarding the agency services and operations. Formulates and recommends major new policies, program goals or objectives. Determines goals and objectives and establishes priorities for the program in accordance with federal and State requirements. Develops new program plans to meet constantly changing federal requirements and legislative mandates. Evaluates consumer needs and concerns and makes recommendations for development of new programs and/or functions for the agency. Researches advancements in the field and develops new methodologies and interprets new concepts to enhance agency programs and services. Basic Education Requirement Graduation from an accredited four‑year college or university with a Bachelor’s degree. Professional Experience Professional Trainee I: 0 years specialized experience, 0 years supervisory experience. Professional Trainee II: 0.5 years specialized experience. Program Specialist III: 1.5 years specialized experience. Program Specialist IV: 2.5 years specialized experience. Program Specialist V: 3.5 years specialized experience; supervisory aptitude required. Specialized Experience (Type 1) Progressively responsible professional experience demonstrating ability to conduct studies and analyses of programs or projects, including planning, coordination, development or evaluation of programs. Specialized Experience (Type 2) Progressively responsible professional work experience in nutrition and food services management, involving training and directing personnel, managing food purchases, enforcing sanitary regulations, preparing records and reports, and planning menus for a large‑scale food service operation. Nutrition and Food Services Experience Minimum of six (6) months for Professional Trainee II level, and minimum of one (1) year for Program Specialist III, IV, and V levels. Driver’s License Requirement Applicant must have a current, valid driver’s license. Quality of Experience The applicant’s overall experience must have been of such scope and level of responsibility as to demonstrate the ability to perform the duties of the position. Salary Base salary includes possible shortage and school‑year differentials.
