ELIGIBILITY PROGRAM SPECIALIST IV, III

Eligibility Program Specialist (EPS) IV & III – BESSD Staff Development Office Recruitment number DHS 26-02 Location: Statewide Branch – Staff Development Office, downtown Honolulu, O'ahu. Salary EPS III: $4,961 per month. EPS IV: $5,359 to $6,535 per month (SR-22 Step D to I). Hiring rates will be based on availability of funds, applicant qualifications, and other relevant factors. Responsibilities Plan, develop, direct, implement, evaluate, contract, and/or coordinate staff development and training programs for BESSD employees. Serve as primary program specialists for training in programs such as SNAP, FAP, E&T, PCC, EBT payment system, and other department initiatives. Carry out planning, development, revision, evaluation, and implementation of training according to assigned functional responsibilities and categorical assistance programs. For EPS IV: independently conduct and manage all activities for their assigned major functions and programs. For EPS III: assist a higher level program specialist and support development, clarification, evaluation, and monitoring of rules, regulations, and procedures for income maintenance functions and programs. Qualifications Basic Education/Experience Requirements Bachelor’s degree from an accredited four‑year college or university in Social Work, Education, Recreation, Human Services, Human Development, or related fields such as Psychology or Sociology. Substantial work experience in administrative, professional, or analytical roles that provides comparable knowledge, skills, and abilities to those gained in four years of study. Demonstrated ability to write clear reports, read and interpret complex material, and solve complex problems logically and systematically. Experience Requirements General Experience: 1.5 years of progressively responsible work experience involving analysis and evaluation of technical material, problem solving, and report writing. Specialized Experience (Required for EPS IV): 1 year of progressively responsible professional work experience demonstrating knowledge of laws, rules, and regulations related to income maintenance. Experience must include programs such as GA, AFDC, SNAP, SSI, AABD, Refugee Resettlement, or Energy Assistance to Low Income Families. Substitutions: one year of required General Experience may be substituted with completion of a Master’s degree; excess Specialized Experience may be substituted on a month‑for‑month basis.
