PROGRAM SPECIALIST III - OAHU

Recruitment Number 26-0207 The current vacancies include temporary full-time and permanent full-time positions. Salary: $4,961 to $6,043 per month (SR-20, Step D to I). Employment Information Temporary positions may lead to civil service membership upon satisfactory completion of an initial probation period of at least six months. Employees in permanent positions enjoy additional rights and benefits, except for return and placement rights associated with a reduction‑in‑force. Level III Program Specialist positions assist higher‑level specialists by performing assignments of limited scope and complexity, including but not limited to: Conducting studies and analyses of projects of limited scope or segments of larger studies or projects. Participating in the monitoring or review of program operations to assist in program evaluation or quality assurance activities. Providing technical consultation activities by explaining state and federal laws, agency rules, and regulations to staff in the operating program(s). Participating in administrative and staff support activities such as budget formulation, grants or contracts management, staff development, legislation development, advisory services to line staff, and policy interpretation. Work is performed independently under the general supervision of a higher‑level specialist or program supervisor. Recommendations are reviewed for consistency with state and federal requirements, and complex issues may be referred to the supervisor for guidance. Qualifications Legal authorization to work: The State of Hawaii requires all applicants to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic education: Bachelor’s degree from an accredited four‑year college or university. General experience: One and one‑half (1‑1⁄2) years of progressively responsible professional work experience requiring a high degree of analytical skill, involving gathering, evaluating, and analyzing facts to resolve problems and recommend action. Substitutions allowed: Relevant substitutions as described in the minimum qualification requirements. Driver’s license: A valid driver’s license may be required for some vacancy positions.
