Incumbent serves as Patrol Officer First Class in the Uniform Division of the City of Mishawaka Police Department, responsible for preservation of public peace, prevention of crime, detection and arrest of violators, protection of life and property, and enforcement of all State of Indiana criminal and infraction statutes and City of Mishawaka ordinances.
DUTIES
Enforces local, state, and federal laws for prevention and investigation of crimes and to protect lives and property of the public.
Promotes values of the City of Mishawaka Police Department.
Patrols City streets and other designated areas, ensuring security of residences and businesses. Investigates and reports all suspicious or unlawful activities and performs necessary actions to ensure proper enforcement of applicable laws.
Monitors radio and other communication devices and responds to citizen calls of distress, domestic disputes, and complaints of alleged unlawful activity. Assesses and brings situations under control, takes statements from victims and witnesses, provides appropriate assistance, and ensures lawful apprehension and arrest of criminal offenders as required by law.
Stops drivers of vehicles for traffic violations, verifies license and registration data, advises driver of safe driving practices, and issues warning/citation or effects arrest as warranted.
Pursues, apprehends, searches, and arrests suspects using only necessary force, advises suspect of rights, and transports to detention area. Prevents individuals from injuring others by using appropriate physical restraint or weapons.
Responds to and investigates traffic accidents, assessing extent of personal injuries, calling for emergency medical assistance, and taking statements from victims and witnesses. Assists with extracting victims, providing emergency medical care, and lifting individuals onto stretchers and into medical vehicles. Directs removal of vehicles involved, and ensures area is clear.
Participates in formal investigation of crimes by searching crime scene, following prescribed procedures to preserve and protect evidence, interviewing victims/witnesses, conducting neighborhood checks, and completing all necessary case reports as required or assigned.
Responds to residential and business alarms, investigating potential unlawful activity. Initiates appropriate action to properly enforce applicable laws and/or protect lives and property of the public.
Maintains appearance and serviceability of police vehicle and all issued uniforms and required equipment and supplies. Maintains clean and orderly work environment.
Prepares and submits complete and accurate case reports and summaries of activities as required and according to established department deadlines.
Receives and shares with commanding officers and other shift personnel pertinent information regarding incidents and activities occurring within the City. Provides coordination and mutual aid to other law enforcement agencies in accordance with departmental policy.
Provides testimony and presents evidence in court.
Attends prescribed in-service and/or training programs for certification/re-certification in specialized law enforcement areas as assigned or required.
Maintains current knowledge of applicable City, County, State, and federal laws, regulations, and ordinances.
May serve on or coordinate specialized law enforcement teams, such as SWAT and/or Emergency Response teams. May serve as Field Training Officer or as instructor to train officers and new recruits. May serve as crime scene technician, background investigator, School Resource Officer, assist with hiring recruiting and community relations.
Performs related duties as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK
High school diploma or HSE required.
Must be at least 21 years of age.
Must have at least three years of experience as Patrol Officer Second Class.
Possession of and ability to maintain certification by the Indiana Law Enforcement Academy. Ability to complete yearly training standards and certifications established by the Law Enforcement Training Board and/or other training mandated by the Chief of Police.
Ability to meet all departmental hiring and retention requirements, including passage of medical, psychological, and written exams, physical agility test, polygraph exam, drug screen, and background investigation.
Thorough knowledge of and ability to make practical application of the customary practices, procedures, rules, and regulations of the department to perform standardized patrol operations and take authoritative action as needed.
Thorough knowledge of applicable City, County, State, and federal laws, regulations, and ordinances relating to law enforcement activities.
Thorough knowledge of methods, practices, and techniques related to patrol, traffic enforcement, crime scene control and investigation, protection of life and property, pursuit, and apprehension and transport of suspects/citizens.
Working knowledge of and ability to use all assigned department equipment and weapons, including but not limited to crime scene equipment, computer, keyboard, calculator, camera, body camera, vehicle, radio, binoculars, mace, rifle, handgun, shotgun, protective clothing/equipment, and taser.
Working knowledge of radio frequencies, codes, procedures, and limitations with ability to speak clearly and distinctly, hear and be heard and understood when communicating in person, by radio or by telephone.
Working knowledge of and ability to properly use and maintain appearance and serviceability of all assigned/required vehicles, uniforms, equipment, and weapons.
Working knowledge of standard practices and procedures in administering first aid and CPR.
Working knowledge of standard English grammar, spelling and punctuation, and ability to complete detailed reports within department deadlines.
Ability to recognize signs and symptoms of some communicable diseases and dangers of bloodborne pathogens with ability to use appropriate universal health and safety precautions to avoid contamination in high-risk environments.
Ability to obey all written and verbal orders and directives from the Chief of Police and superior officers.
Ability to interview witnesses, advise law offenders of rights, and counsel or comfort victims.
Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations, and to effect forceful arrest as situations demand.
Ability to physically perform the essential duties of the position, including, but not limited to, pursuing suspects by driving vehicle at high speed, running, climbing stairs, forcing entry, scaling walls, and jumping fences.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to effectively communicate orally and in writing with co-workers, other City departments, supervisors, representatives of other law enforcement departments/agencies, emergency response personnel, offenders, victims and witnesses of unlawful activities and/or accidents, and members of the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to testify and present evidence in court.
Ability to serve on call on rotation basis and appropriately respond to emergencies on a 24-hour basis as assigned or directed.
Ability to occasionally work irregular and/or extended hours and travel out of town for training, sometimes overnight.
Possession of a valid driver’s license and demonstrated safe driving record.
II. RESPONSIBILITY
Incumbent performs a wide variety of patrol duties according to established department policies and police procedures, making independent decisions and taking authoritative action in response to situational demands. Errors in decision or work may not be readily detected by periodic supervisory review and may lead to endangerment, injury, or loss of life to self, co-workers, or the public, have adverse effects on department operations and members of the public.
III. PERSONAL WORK RELATIONSHIPS
Incumbent maintains frequent contact with co-workers, other City departments, supervisors, representatives of other law enforcement departments/agencies, emergency response personnel, offenders, victims and witnesses of unlawful activities and/or accidents, and members of the public for purposes of coordinating and directing police patrol operations, public assistance, and enforcement of applicable laws.
Incumbent reports directly to Uniform Division Shift Captain and/or Sergeant.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT
Incumbent performs duties in a police headquarters, in a vehicle, and in the field, and is frequently exposed to the normal hazards associated with enforcement of the law. Regular duties involve driving, sitting/walking at will, standing/walking for long periods, lifting/carrying objects weighing over 50 pounds, pushing/pulling objects, crouching/kneeling, bending at waist, reaching, close/far vision, color/depth perception, handling/grasping/fingering objects, and hearing sounds/communication. Incumbent is subject to toxic chemicals from meth labs, weather extremes, and strenuous physical effort during emergency situations. Incumbent may be required to force entry into buildings, run fast for short and/or long periods, run up/downstairs, jump up/down from elevated areas, crawl in confined areas, climb over obstacles, assist with evacuation and care of vehicular accident victims, and subdue an attacking and/or armed individual. Incumbent maintains considerable contact with offenders and the public and is regularly exposed to disturbing evidence, irate/hostile individuals, and/or physical violence. Protective gear and/or equipment, such as a Kevlar vest, must be worn according to department policy.
Incumbent is required to respond to emergencies on a 24-hr basis and occasionally is required to work irregular and/or extended hours, serve on call on rotation basis, and occasionally travel out of town for training, sometimes overnight.
