Under the direction of a Police Sergeant or the Chief of Police, performs proactive security, intervention, law enforcement, community relations and public information duties that provide a safe environment for students, staff, and the public while on campus properties, as well as protection of equipment and property of the district; Ensures the safety of students, staff, visitors, and facilities. Upholds high standards of behavior, safety, judgment, sensitivity to the cultural diversity of the college community and compliance with laws, regulations, Board policies, and administrative procedures. Enhances day-to-day public relations by providing information and assistance to students, staff, and the public in a way that establishes and maintains rapport with the school/student community. Solicits input from the campus community regarding perceived problems and issues. Anticipates and intervenes in potential and actual incidents where persons and or property may be at risk of harm or damage. Protects District property and facilities by making inspections on foot, by bicycle, and in a patrol vehicle. Inspects and monitors the security of doors, windows and gates. Documents incidents relating to observed violations. Responds to complaints and hazardous situations. Responds to incidents putting students, staff, and the general public at risk or harm. Conducts investigations involving incidents such as criminal violations, personal injury, traffic accidents, property damage, and theft. May testify and present evidence in court. Provides policing at campus and other school site functions as required. Detects and reports fire hazards. Extinguishes small blazes and reports fires to the local Fire Department using established emergency communications protocols. Responds to fire and burglar alarms. Summons fire department personnel as needed. Directs traffic at fire, special events and other congested situations. Contacts and cooperates with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses. Assures proper functioning of equipment. Notifies designated personnel regarding impaired equipment and malfunctions. Answers accurately questions from students, staff and the public concerning local and State laws, procedures, and activities of the department. Maintains currency of knowledge and skills relating to the duties and responsibilities, including training requirements for California P.Modern principles of police science, administration, and organization.
- Methods and practices and procedures of effective law enforcement including those used in patrol, crime prevention, traffic control, investigation, and identification.
- Law enforcement procedures, police methodology and preventive security measures within a higher education environment.
- Understanding of and skill at applying basic interviewing techniques, vehicle operations and safe driving practices, standard broadcasting procedures using a police radio system, and crowd, vehicle and pedestrian control.
- Proper use, care and maintenance of firearms.
- Principles and practices of community policing philosophies and programs.
- Training and certification requirements for law enforcement officers in compliance with State and Federal statutes.
- Understanding of anti-bias principles, a "guardian" mindset towards policing and safety, and of the diverse backgrounds of community college employees and students.
- Proficiently use English language, grammar, spelling, and punctuation. As well as sufficient writing skills to prepare incident reports.
- Project human relations skills to present a positive image of the College and the department, convey technical information to others, and use sensitivity in dealing with a diverse population and to resolve confrontation, and affect behavior of others.
- Operate modern office equipment including computer equipment and software.
- Utilize all of the tools and equipment of the position in a safe and responsible manner.
- Maintain two-way radio communication with local police authorities, District central dispatch, and site administrators. Recognize drug or alcoholic induced behavior, criminal activity, dangerous or threatening behavior, and violations of federal/state/local laws and District policies.
- Make arrests, file criminal complaints, and detect and prevent criminal activity.
- Establish and maintain effective, cooperative, and collaborative partnerships and relationships with students, staff, faculty, management, District constituents and stakeholders.
- Be sensitive to, understand, and support the diverse academic, socioeconomic, religious, cultural, disability, gender, sexuality and ethnic backgrounds of community college students and employees.
- Demonstrate continuous commitment to diversity, equity, and inclusion principles.
Graduation from an accredited or approved US high school or equivalent, supplemented by successful completion of a California P.Basic Police Academy.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students. Valid Class C California Driver's License.
- Basic Police Academy.
- A California POST background investigation is required, as well as successful medical and psychological evaluations. Ability to work rotating shifts at any time of day or night and in periods of disaster or civil disorder. No felony convictions or other legal restrictions. Must meet CANRA compliance requirement per "California Child Abuse and Neglect Reporting Act ("CANRA," Penal Code sections 11164-11174.4)".
Per Title 5 Education Code 59704, Districts shall not hire as a campus police officer an individual with any sustained finding related to moral turpitude, harassment, discrimination, retaliation, abuse of authority or power, excessive use of force, or other misconduct incompatible with the role of a campus police officer under the requirements of, and district policies described in, this subchapter. Districts shall review records related to the current or prior employment of campus police and security officers to the full extent authorized by law.
Candidates must meet the California State Minimum selection standards set forth in Government Code 1029, 1031 and POST Commission Regulations 1950 - 1955, which include regulations relative to satisfactorily passing a background investigation, medical evaluation, and psychological evaluation of the final candidate.
