The Apelon Terminology Server Administrator works closely with a team supporting the Indian Health Service, Health Information Technology Systems and Support (HITSS) project. The role involves the development and augmentation of current Apelon-based mechanisms to enable routine import of medium-to-large scale edits to Apelon content for any designated terminology using and enhancing, as needed, Terminology Query Language (TQL) based scripts, consistent with the Apelon DB operating procedure. The Administrator ensures correct transfer of database content from the locally developed database to the Apelon DB and back. The role focuses on clinical terminology knowledgebase content (clinical concepts and concept mappings). The ideal candidate is familiar with healthcare terminology standards and has experience supporting interoperability and large-scale use of healthcare terminologies in national or large regional electronic healthcare records. The role closely collaborates with the System Engineer, Clinical Terminologist, and other stakeholders to understand system, clinical, and customer needs and translate them into technical work. Effective communication and the ability to thrive in a high-pressure environment with internal and external stakeholders are essential.
Responsibilities Maintains server security and integrity; contributes technical expertise in implementing security standards and guidelines.
Integrates Apelon DTS content into IHS test and production environments.
Maintains traceability of work and issues.
Manages system performance and reports on infrastructure capabilities to the team as needed.
Assesses current and future system integration.
Supervises all alerts related to application and system procedures and provides proactive services.
Installs and prepares tools required for proper functionality of applications, including Apelon DTS, on a regular basis, documenting and communicating as needed.
Administrates, supports, and maintains applications.
Leads the installation, upgrade, and maintenance of Apelon DTS and other enterprise applications and servers; installs new releases, upgrades, patches, and conducts migrations, refreshes, and restores.
Develops expertise in Apelon software and Apelon DB.
Develops and augments Apelon-based mechanisms to enable import of medium-to-large scale edits to Apelon content, using TQL and other plug‑ins while preserving DB integrity.
Bidirectionally integrates Apelon DTS with the locally developed Java terminology application (ATOM), maintaining traceability of requests through delivered results and using MS Excel reporting for pipeline transparency.
Implements and maintains integrations using native import/export/query tools and Java/JDBC.
Documents usage of these capabilities within regular content update cycles.
Routinely advises on feasibility of integration improvements and provides work estimates.
Designs and implements tools to measure effectiveness of current and new systems/processes.
Organizes and implements projects, providing assistance under guidance of the System Engineer, Clinical Terminologist, and Project Manager.
Assesses existing infrastructure to identify opportunities for upgrade and consolidation, improving quality and efficiency.
Solicits feedback and proceeds with plans, evaluating desired or unintended impacts.
Provides data-driven recommendations for new and existing health IT systems/processes, collaborating with DTS team and other IHS experts.
Creates and implements test plans and results, incorporating team feedback at each step.
Designs and maintains content pipelines across application processes and systems.
Administers and resolves application issues, performs root cause analysis, and documents solutions.
Provides 24/7 production support, maintaining SLA, system availability, capacity management, and performance KPIs.
Performs root cause assessment and debugging of issues on the server domain and application availability.
Identifies and provides resolutions ranging from medium to high complexity.
Maintains SQL Server, including some administrator duties.
Maintains general server administration (mostly Windows patching, backups).
Works closely with team and vendors to identify optimal system use.
Gathers and analyzes HIT data to inform federal customers’ enterprise‑wide decisions.
Understands and communicates regulatory and IT requirements affecting health business processes.
Gathers and documents requirements for existing and new projects using agile tools and/or standard documentation.
Prepares analysis and findings using Microsoft products (PowerPoint, Visio, Excel, Word).
Assists the project manager with backlog development and maintenance for agile development.
Reviews and contributes to documentation, reports, and other materials for new and existing systems.
Contributes to development/modification of policies and procedures supporting new and existing systems.
Contributes to development and implementation of system training programs and materials.
Analyzes problems to identify significant factors, gather data, and recognize solutions.
Responds to a rapidly changing business environment, working with the project manager and team on customized solutions.
Performs miscellaneous administrative duties related to task completion and any duties assigned by the project manager.
Maintains professional relationships with internal and external teams.
Supports internal CMMI commitments, maintains quality assurance standards through peer reviews, audits, and checklists.
Demonstrates flexibility to support emerging program needs and priorities.
Requirements Must be able to obtain Public Trust Level5 background clearance.
System integration certification - desired certification from a nationally recognized accrediting body.
Experience with terminology servers, system integration, database, application support and maintenance.
Knowledge of current health information technology, ability to recommend improvements, and assist in upgrade/enhancement of current systems.
Expertise in system integration where data pipeline traceability is essential.
Strong Java programming skills; experience with Git source code repository strongly preferred.
Experience with a Java/Excel API is a plus.
Expertise with terminology servers, especially Apelon DTS.
Experience with SQL databases, especially SQLServer, at both application and DBA levels.
Expertise with application support, development, and maintenance.
Experience with end‑to‑end implementation and support.
Database experience sufficient to understand the relationship between the Apelon environment and the DB for the current local software (ATOM).
Experience in information modelling at conceptual (UML Object modelling with class diagrams) and logical levels (entity‑relationship, 3NF).
Experience in interaction modelling (UML sequence diagrams); deep experience with infrastructure such as Windows Authentication.
Engineering mindset to organize complexity and keep it under control.
Strong experience with at least one standard clinical terminology (SNOMEDCT, ICD‑10‑CM, RxNorm, LOINC, etc.).
Excellent time‑management and organisational skills; ability to multi‑task and meet specified deadlines.
Excellent customer‑service and relationship‑building skills.
Excellent computer skills with proficiency using Microsoft Office and strong in MSExcel.

Education & Experience Minimum requirement: Bachelor of Science degree in Computer Science, Software Engineering, Information Science, Health Information Technology or another IT‑related field. Five (5) years of experience in system integration and database design.
