Basic Purpose
Conduct legal research and provide legal representation and advice to clients in government-related areas of expertise, including oil and gas, public utility, transportation, regulatory compliance, rulemaking, employment/labor, ethics, health and human services, and other applicable areas. May have managerial oversight of an assigned section or area of the legal department, including monitoring, facilitation, and coordination of activities to ensure accuracy and deadlines are met. Assist staff in drafting and reviewing legal documents relevant to assignments.
Major Work Duties
Handle administrative matters/litigation related to regulation of Self-Defense Act permitting.
Prepare responses and legal correspondence to requests from the public and other governmental agencies.
Perform legal research and prepare memoranda to assist agency personnel.
Review and respond to requests for expungement of criminal history records, including appearing in court.
Provide training to agency personnel, including law enforcement, on legal matters.
Typical Functions
Participate or assist in the resolution of employee complaints, disciplinary actions, and appeals through administrative processes, regulatory bodies, or court appeals.
Conduct or assist in enforcement of agency rules, including actions against licensees violating agency rules.
Advise agency directors, managers, and other staff on internal employee complaints, administrative and operational rules, laws, and procedures.
Prepare or present letters, memoranda, briefs, contracts, pleadings, motions, orders, consents, and other documents, including appeals to courts, boards, commissions, and administrative hearings.
Represent the agency in administrative hearings and trial litigation, including discovery, examination, negotiation, and argument before courts and administrative bodies.
Review, edit, and approve litigation filings as appropriate, including for lower-level attorneys.
Mentor or oversee lower-level staff and projects, providing guidance and training.
Level Descriptor
This is a managerial level with responsibility for directing and supervising supervisors, individual contributors, and the department or function. Duties include assigning work, inspecting results, supervising activities, reviewing performance, approving leave, and recommending personnel actions. Acts as a supervisor to attorneys and legal support staff. Exercises discretion in determining cases requiring further review by higher counsel. Provides technical and administrative freedom to plan, develop, and organize all phases of work.
Knowledge, Skills, Abilities and Competencies
Knowledge of state and federal statutes, Oklahoma Constitution, applicable regulations, agency policies, administrative law principles, trial and hearing procedures, rules of evidence, and legal research and writing methods.
Skills: critical thinking, legal research, written and oral communication, attention to detail, sound judgment, and decision making.
Abilities: present statements of fact and law, articulate positions logically in written and oral form, analyze and apply laws and regulations, conduct independent research, meet timelines, represent the agency professionally, train lower-level employees, provide leadership, work with minimal oversight, and problem‑solve in a team environment.
Education and Experience
Juris Doctor degree from an accredited law school; license to practice in Oklahoma; active membership of the Oklahoma Bar Association; minimum nine (9) years of legal experience, including a minimum of two (2) years in a supervisory position.
Special Requirements
Must abide by Oklahoma Rules of Professional Conduct.
May need to comply with Oklahoma statutes (Title 68) and Oklahoma Administrative Code (Title 710).
Must protect confidential agency information under applicable provisions.
