Contract Management Unit

This is a full-time, in-office position

Your Specific Responsibilities:

This is a professional position in the Division Director’s Office, Contracts Unit. This position is responsible for reviewing and routing contracts, tracking contract documents, electronic file management for contract files, assisting in writing and developing procedures and training manuals and maintaining the contract tracking system.

Maintains the Master Procurement Document which contains extensive information about each contract as well as Contract Unit performance, document tracking. Responsible for updating contract information as new contract actions occur, preparation and forwarding of contract documents to be routed for program review. Works closely with contract analysts to assure all routing folders contain complete documentation. Ensures supervisor is aware of contract preparation, review, and other related delays.

Maintains the Division Contract Unit electronic contract folders where all executed documents and support documentation are stored. Ensure all files are organized in accordance with the established storage and naming protocols in a timely manner.

Reviews assigned contracts, renewals, and amendments and their related supporting documents. Assure that corrections are made and follow the contract through the review process until is executed.

Participates in planning for and writing procedures for different aspects of the contract approval storage and communication processes.

Forwards all final executed documents and support documentation with original signatures to the Contract Manager for filling in the contract master file and for distributing to the contract provider as appropriate.

Works as part of a team to develop training materials and communication of other statute, policy, process, and technical information for contract managers and others with contract oversight responsibilities.

Send a monthly email reminder to Contract Managers when contracts are scheduled for Programmatic Monitoring of their respective contracts. This email will also contain a table that lists contract monitoring reports that previous reminder emails had identified but the reports have not been received in the Division Contracts Unit. When reports are received, assures they are routed to the proper program oversight staff. Assures 1122’s are updated with monitoring completion dates and a copy sent to Contract Administration.

Prepare contract reports as needed or requested.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of basic management principles and practices to serve as the contract manager for state health office contracts. Knowledge of the methods of data collection and analysis to monitor all assigned contracts to assure compliance. Ability to coordinate a consultative program designed to ensure the resolution of managerial and operational problems. Ability to determine work priorities and ensure proper completion of work assignments. Ability to establish and maintain effective working relationships with healthcare agencies, individuals, and community-based organizations. Ability to assess negotiate and enforce contract terms, extensions, renewals, and closeouts. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities. Ability to organize data into logical format for presentation in reports, documents, and other written materials to County Health Department contract management and program staff. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices. Ability to conduct fact-finding research while providing quality assurance programmatic desk audit reviews.

Qualifications:

Minimum –

• Experience in contract management

• BS Degree or higher
• Two years of experience preferred
