Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Government Operations Consultant III who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.
This position is located in the Bureau of Medicaid Policy.
Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21.
This position is responsible for researching, planning, developing, coordinating, implementing, evaluating, and maintaining policies under the Florida Medicaid program, including promulgating Florida Medicaid rules in accordance with Chapter 120, Florida Statutes (F.S.).
The employee will perform the following:
Rule Promulgation
•Plan and coordinate the promulgation of Medicaid rules
•Develop promulgation strategies and timelines
•Produce and edit rule documents for management approval and publishing for each phase of the rulemaking process
•Create and disseminate rule documents and communications in accordance with statutory, regulatory, and internal requirements and ensure distribution in preferred format to appropriate offices and staff
•Monitor promulgation progress to ensure timely completion of applicable rule phase pursuant to Chapter 120. F.S.
Communication:
•Respond to inquiries from Bureau, Division, Agency staff regarding rule/policy status, program policies and procedures
• Liaise with internal and external stakeholders via email, Teams, in person, or telephone as applicable
•Provide technical assistance within Bureau to ensure consistency in service/program operation and conformity with goals and objectives of the Agency, federal and state laws, rules, regulations, and guidelines
•Relay pertinent information to team members, managers, and others as applicable regarding rule/policy-related matters
Process Implementation
•Plan, coordinate and participate in public meetings in accordance with requisite technical and operational requirements
•Maintain the MedicaidRuleComments inbox, including preparing responses with approved content, referring inquiries to appropriate staff, saving comments to established repository and/or applicable rule folder
•Coordinate and correspond with all relevant internal and external governing bodies and stakeholders as appropriate
•Maintain up-to-date rule promulgation status for Agency tracker on Rules SharePoint page
Research
•Maintain up-to-date knowledge concerning all aspects of the Florida Medicaid program, including federal regulations, state statutes, administrative rules, and the Florida Medicaid State Plan
•Maintain up-to-date knowledge of health care and relevant industry trends that may have an impact on Florida Medicaid or may inform policy development activities
•Conduct research on assigned topics, including Florida Medicaid policies, performing a review of peer-reviewed research articles, federal and state laws, other reliable sources of evidence, the Florida Medicaid State Plan, Agency communications, State Medicaid Director Letters, and vendor contracts
Program Planning and Analysis
•Analyze health care/program related information (including alternative financing and reimbursement strategies) to determine the effect on the Florida Medicaid program and compliance with federal and state laws
•Perform the analysis and development of programmatic and fiscal impact statements based on proposed federal/state program or policy changes
•Develop legislative budget requests and program proposals
•Develop legislative reports, including collection of necessary data elements
•Evaluate proposed legislation and draft legislative analyses
Policy Development
•Develop and maintain program policies and procedures under the Florida Medicaid program to ensure that programs operate in accordance with the goals and objectives of the Agency, federal and state laws, rules, regulations, and guidelines
•Develop policy language for: assigned policies, as well as related drafts for The Statewide Medicaid Managed Care report guide, contracts, and amendments; Dear Managed Care Plan letters, contract interpretations, policy transmittals, and provider alerts
•Maintain the HealthServiceResearch inbox, including preparing responses with approved content (vetted through management), responding to inquiries, and saving comments to established repository and/or applicable rule folder
•Special projects as assigned

MINIMUM QUALIFICATIONS REQUIREMENTS
Two years of experience developing health care related policies.
Two years of technical writing experience.
Two years of experience managing complex assignments.
Preference will be given to candidates with professional writing experience (e.g., policy development, grant writing/submissions, rule promulgation, research publications, white papers, etc.)
A bachelor's degree from a college or university is preferred.
