Entity: Clinical Practices of University of Pennsylvania Department: Family Practice OutPt EA Location: Penn Presbyterian Medical Center, 51 N 39th St Hours: Full Time Summary: The Administrator of Addiction Medicine serves as the operational and administrative leader for addiction medicine services, including medications for opioid use disorder treatment programs t (e.g., methadone/bridge clinic), inpatient consult services, and associated programs. This role is responsible for ensuring high-quality, compliant, and efficient delivery of substance use disorder (SUD) care while aligning with organizational and regulatory standards. The Administrator oversees daily operations, staff management, financial performance, and regulatory compliance, ensuring adherence to the Pennsylvania Department of Health requirements and 28 PA Code §704 standards. The role partners closely with clinical leadership to optimize patient access, experience, outcomes, and program growth while driving data-informed decision-making and continuous improvement. Responsibilities: Program Leadership & Regulatory Compliance: Ensures full compliance with the Joint Commission and Federal Agencies including SAMHSA, DEA, DDAP as well as the Pennsylvania drug and alcohol treatment regulations, including qualifications, staffing models, and clinical oversight requirements; serves as project/facility administrative lead as defined by §704.5. Clinical Operations Management: Directs day-to-day clinical and administrative operations of addiction medicine services; ensures efficient patient flow, access, scheduling, and care delivery consistent with quality and safety standards. Depending on licensure of the candidate, clinical supervision will be in scope. Strategic Planning & Program Development: Partners with executive and clinical leadership, both internal and external to develop and implement strategic plans, expand addiction services, and evaluate new program opportunities (e.g., consult services, integrated care models). Develops, manages, and monitors budgets optimizes revenue cycle performance, reimbursement, and cost efficiency; supports financial analyses and business planning initiatives. Workforce Management & Supervision: Oversees recruitment, supervision, and development of interdisciplinary teams (e.g., counselors, nurses, support staff); ensures appropriate clinical supervision models based on regulatory requirements. Quality Improvement & Patient Experience: Implements performance metrics, dashboards, and continuous improvement initiatives to enhance clinical effectiveness, patient satisfaction, and operational efficiency. Collaborates with primary care, emergency medicine, psychiatry, behavioral health, etc. and system partners to coordinate care, standardize practices, and optimize shared resources (e.g., training, supervision structures). Compliance, Risk, and Audit Management: Ensures adherence to federal, state, and payer requirements (e.g., DEA, Joint Commission, HIPAA, DOH, billing compliance); leads audits, corrective actions, and staff education on regulatory changes. Credentials: Licensed healthcare professional (e.g., RN, MSW, LCSW, LPC) (Required) Certified Addictions Counselor (CAADC or equivalent) (Required) Lean Six Sigma or performance improvement certification (Preferred) Education or Equivalent Experience: Master of Arts or Science in Healthcare Administration, Public Health, Business, Nursing, Social Work, Psychology, or related field (Required). 5+ years experience (Required). Skills & Abilities: Knowledge of addiction treatment regulations and compliance requirements (PA Code, DOH, SAMHSA) (Preferred). Healthcare operations management, including ambulatory or behavioral health services (Required). Financial acumen (budgeting, revenue cycle, productivity metrics) (Required). Strong leadership, team development, and performance management skills (Required). Ability to implement performance improvement and data-driven decision-making (Required). Effective communication and stakeholder engagement across clinical and executive teams (Required). Knowledge of clinical workflows, patient flow, and access optimization (Required). Problem-solving and change management capabilities in complex environments (Required). Experience with integrated behavioral health or addiction medicine programs (Preferred).
