Project Manager

Role summary
Serves as the single point of accountability for the BPA and all call orders. The Project Manager is the primary interface with the Contracting Officer and COR, owns schedule and quality, and ensures every deliverable meets FNA's 95% Acceptable Quality Level.

Primary responsibilities

• Develop and maintain the project work plan and timeline for each rulemaking project (BPA PWS 3.0) and the Draft Schedule of Key Milestones, due 2 weeks before the Proposed Rule publishes (Call Order Task 2.1).
• Serve as the primary liaison with the COR and FNA program office staff, including coordinating FDMS access and obtaining written COR approval for any change to the accepted coding structure (Task 2.2).
• Direct the weekly Status/Early Attention Report/Trend Report cycle, including the weekly email on activities, accomplishments, and budget deviations (Task 2.4).
• Ensure FNA is notified within 2 business days of any request to extend a comment period (BPA PWS 3.0 b.v.1).
• Monitor comment volume and notify the COR in writing if submissions exceed 300,000, triggering the optional tiered CLINs.
• Manage staffing, workload surges, and absenteeism coverage, and scale the coding team to meet compressed or "rush" schedules.
• Oversee quality control, the neutral-voice requirement for final narratives, and the attestation that all reports were reviewed by a person and not solely generated by AI (BPA PWS 3.0 c.i.1).
• Ensure compliance with PII handling (DR 3515-002), FISMA, the Privacy Act, Section 508, and USDA PIV/LincPass requirements.

Minimum qualifications

• Bachelor's degree in public policy, public administration, business, social science, or a related field.
• At least 8 years of project management experience, including at least 3 years managing federal contracts or task orders.
• Demonstrated experience managing federal public comment analysis or rulemaking support projects.

Preferred qualifications

• PMP certification.
• Experience with FNS/FNA programs (NSLP, SBP, CACFP, WIC, SNAP) or other federal nutrition assistance programs.
• Experience managing comment analysis efforts of 100,000+ submissions.
• Working knowledge of the APA, Paperwork Reduction Act, and Federal Register processes.
