Program Analyst

VETERANS HEALTH ADMINISTRATION

Summary

The Audiology and Speech-Language Pathology Service (ASPS) in the VA Northern California Health Care System (V ANCHCS) is a standalone specialty service clinic with direct reporting requirements to the office of the Chief of Staff. ASPS is a unified service comprised of two distinct professional disciplines - audiology and speech-language pathology.

Help

Major Duties:

  • As Practice Manager, the primary focus of the Program Analyst is to collect and evaluate data quantifying and qualifying clinic status and provider activity, synthesize those data, and present them to ASPS leadership.
  • ASPS data include but are not limited to provider information such as provider and clinic appointment schedules, provider productivity levels, and leave status; patient data such as open encounters and wait times; service physical space and equipment utilization, including audio testing booths, clinical treatment rooms, and use of specialized equipment; audiology and speech-language pathology appointment type distribution, including balance of hearing testing, hearing aid fitting and hearing aid aftercare appointments, balance of speech-language pathology inpatient and outpatient appointments, and ratio of appointments for new and established patients; an accurate record of service equipment; and access trends, including weekly and monthly reports of appointment availability at each site.
  • The Program Analyst reviews regularly presented data about the service. Data distributed weekly include but are not limited to the Pending Appointment Detail Report, Encounter Action Required Report, the Aging Consult Report, and the Unsigned/Uncosigned Notes Report.
  • The Program Analyst holds a key position in the Process Improvement activities of the service.
  • n this position the Program Analyst identifies questions for investigation of operations or processes; initiates process improvement projects; participates with and supports ASPS staff in process improvement activities; and gathers data relevant to process improvement projects.
Work Schedule: Full Time. Monday-Friday. 0800 am - 1630 pm

Telework: This position may be AD-Hoc Eligible for telework.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-11:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, data analysis and applications; knowledge in the use of financial software packages; experienced knowledge of VHA operations, national databases (including the Veterans Health Information Systems and Technology Architecture [VISTA] architecture and file structure), analytical techniques and clinical applications development techniques; in order to be able to provide expert and professional data analysis and consulting services and to develop and deliver appropriate reports, educational and training programs to all levels of employees, internal and external to the VA. Thorough in-depth knowledge of the administrative environment, including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage health care system operations. OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (NOTE: TRANSCRIPTS MUST BE SUBMITTED WITH THE APPLICATION MATERIALS.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. May require occasional to frequent travel.

Receiving Service Credit for Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
