Introduction This position is located in the Department of Health (DOH), Health Systems and Preparedness Administration (HSPA). The Executive Director (Allied Health Boards) actively fosters a culture of diversity, equity, and inclusion within the Department, ensuring that policies and procedures align with these values. Duties and Responsibilities Responsible for providing direction for efficient use of Board resources by directing and setting priorities toward achievement of Board goals, track matters pertaining to the Board and assure corrective actions are taken as appropriate. Assists in the process of licensure by examination, endorsement, reinstatement and reactivation of qualified applicants, compiles required documentation and recommends licensure actions to the Board regarding: applicants with a history of disciplinary actions, positive criminal background, etc. Arranges for disciplinary hearings before the Board, obtains and compiles documentation on all reported violations of the District of Columbia law as it related to the various Allied Health Boards, prepares meeting agendas in cooperation with the Board Chairs, and monitors compliance of individuals with any Board sanction. Represents the Board or Health Systems and Preparedness Administration at meetings and conferences, both within and outside of the District of Columbia. Develops and participates in the orientation of new staff and Board members. Provides leadership and direction to ensure that programs are administered in accordance with applicable Federal and District rules and regulations. Provides testimony for public hearing as the subject matter expert on drafted and current regulations regarding the professions of the Boards. Assigns, directs, and reviews the work of subordinate employees. Evaluates subordinates work performance and recommends and make job selections, promotions, personnel status changes and disciplinary actions together with his/her supervisor.
QUALIFICATIONS AND EDUCATION Specialized Experience : Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Preferred Qualifications: The preferred qualifications include major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position, along with a minimum of three years of regulatory experience such as medical board operations, healthcare regulation, enforcement, compliance, or similar oversight functions. An advanced degree in medicine, health sciences, public health, or a closely related field is preferred, and experience working with a professional licensing board, particularly one overseeing medical or allied health professions is highly desirable. LICENSES AND CERTIFICATIONS None. WORKING CONDITIONS and ENVIRONMENT Work is performed primarily in an office setting, and at community-based service organizations. Incumbent may be required to travel out of town to attend conferences, seminars, meetings, etc. Other Significant Facts Tour of Duty: Monday Friday 8:15 a.m. - 4:45 p.m. Promotion Potential: None Duration of Appointment: MSS At-Will-This position is not in the collective bargaining unit. Management Supervisory Services (MSS): At-Will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Pay Plan, Series and Grade: MS-0601-14 Position Designation: Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, and are subject to the following checks and test:
(a) Criminal background check. (b) Traffic record check (as applicable). (c) Consumer credit check (as applicable). (d) Reasonable suspicion drug and alcohol test; and (e) Post-accident or incident drug and alcohol test.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
