Job Description: Property Manager Purpose: Under general direction, this position manages all aspects of a single property or portfolio of properties, department-wide programs, or operations. Duties, Functions and Responsibilities: Coordinates and supervises the activities of skilled craft positions, including plumbing, electrical, Heating, Ventilation, and Air Conditioning (HVAC), involved in minor construction, building maintenance, and related activities, as well as the activities of Building and Grounds (or Custodial) staff or program. Responds to occupant needs and ensures that administrative, building, technical, and custodial staff resolve problems. Ensures all services provided to properties comply with City of Austin (COA) and Austin Facilities Management policies, procedures, regulations, contractual obligations, and standards. Conducts periodic property inspections and recommends and/or approves alterations, maintenance, and reconditioning. Contracts for and supervises vendor services as required. Serves as the primary contact for occupant department-specific points of contact (SPOCs) and Austin Facilities senior management. Develops, controls, and monitors annual budgets for operating and capital expenses, forecasts management plans, and prepares monthly performance reports. Evaluates the effectiveness and efficiency of programs, properties, and projects. Develops and recommends short- and long-range plans. Coordinates activities with other divisions and sections. Fosters COA and departmental safety culture and enforces safety rules. Develops and establishes goals, priorities, and procedures. Responsibilities - Supervisor and/or Leadership Exercised: Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. Knowledge, Skills, and Abilities: Knowledge of management and budgeting principles. Knowledge of maintenance operations. Knowledge of applicable legislation and legal requirements. Knowledge of financial terms and principles. Knowledge of advanced analytical and quantitative skills. Skill in personnel management. Skill in budget development and administration. Ability to provide efficient, timely, and courteous customer service. Ability to conduct advanced financial analysis. Ability to comprehend, analyze, and interpret complex documents. Ability to foster and develop systematic processes and continuous improvement principles. Minimum Qualifications: Graduation from an accredited high school or equivalent, plus seven (7) years of experience in a related field, including three (3) years of experience in a supervisory capacity. One (1) additional year of education may substitute for one (1) year of the required experience, with a maximum substitution of three (3) years. Licenses and Certifications Required: None. Preferred Qualifications: At least 3 years of professional experience in facilities management within a municipal environment. Proven track record in managing third-party vendor performance and enforcing service level agreements. At least 5 years of direct supervision, scheduling, and evaluation of maintenance technicians and trade specialists across various disciplines. Experience in managing and maintaining multi-site, multi-building complexes, including treatment plants, administrative buildings, and laboratories. Familiarity with budget or contract management. Knowledge of building automation control systems. Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint. Willingness and ability to travel to multiple work locations. Notes to Candidate: The Property Manager oversees and directs facility operations, maintenance, and safety compliance. This role requires a strong understanding of core building systems, effective leadership, and strong problem-solving skills. The position will encompass a full range of responsibilities, including operations management, systems oversight, staff supervision, and ensuring safety and compliance. Critical Employee: This position has been designated as critical for the City of Austin. Critical positions support activities that impact City or department operations. Work can be done at a designated work site or at an alternate work location. Critical employees may be reassigned to another area to provide essential services during extraordinary situations or emergency conditions.
