Next filing cut-offs are at5:00 pm on: 6/3/2026, 6/17/2026 (Final) The Traffic Signal and Lighting Operations Manager, under general direction, directs, manages, supervises, and coordinates the activities and operations of the Traffic Signal and Lighting section including the installation, diagnosis, repair, maintenance, and modification of traffic signal systems, highway/street lighting systems, and related electrical/electronic systems and equipment maintained by Sacramento County; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.Knowledge of * Principles and practices of supervision, discipline, leadership, mentoring, and training * Methods, tools, materials and equipment used in the construction, installation, operation, maintenance and repair of electrical and electronic traffic signal and lighting systems * Multi-phase actuated signal equipment, computer network and traffic control devices for traffic signal and lighting systems * Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness * Principles and practices of electrical, electronic and computer theory * Applicable Federal, State, and local laws, codes, and regulations to include, but not limited to, National Electric Code, Electrical Safety Orders of the Division of Industrial Safety and California Manual on Uniform Traffic Control Devices (MUTCD) standards and specifications * Procedures and methods used in preparing technical specifications for procuring equipment * Budget preparation * Contract negotiation, preparation and monitoring * Video detection and video surveillance operation and calibration * Copper-to-fiber and fiber-to-copper interface units * Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment * English usage, spelling, grammar, and punctuation Ability to * Plan, manage, and complete complex work assignments * Plan, coordinate, assign, and review the work of subordinate staff * Work independently, prioritize work, coordinate activities and meet critical deadlines * Develop and maintain cooperative, effective working relationships with other departments, governmental agencies, commercial contractors, and the general public * Communicate clearly and concisely, both verbally and in writing * Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met * Exercise discretion and maintain confidentiality of information * Investigate and resolve disciplinary issues * Develop, monitor and interpret budgets and financial documents and prepare reports * Select, supervise, train, and evaluate staff * Read and interpret plans, maps, detailed drawings, and specifications including, but not limited to, electrical and electronic schematics, blueprints, and traffic signal and lighting layouts * Interpret and apply applicable Federal, State, and local laws, codes, and regulations * Interpret and summarize a variety of data and information * Influence and persuade others to accept a particular viewpoint or follow a particular course of action Minimum Qualifications Either: 1. Two years of full-time, paid experience employed by the County of Sacramento in the class of Traffic Signal and Lighting Supervisor. Or: 2. Two years of full-time, paid experience supervising a staff performing the installation, diagnosis, repair, maintenance and modification of traffic signal systems, highway/street lighting systems, and/or related electrical/electronic systems and equipment. Note: Completion of units from an accredited college or university, military, career or other specialized training program in electronics, computer technology, or other field closely related to the intent of the class may be substituted for up to one year of the required experience on the basis of 3 semester (4 quarter) units equal one month of work experience. Note: Completion of training courses which do not have semester unit values are equated to semester units on the basis of 15 clock hours of instruction equal one (1) semester (1.5 quarter) unit. Note: The word "experience" referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements. General Qualifications Criminal History and Background Checks: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedures, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained. The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. License Requirement: A valid California Driver License, Class C or higher, is required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Working Conditions: Positions in the class may require the incumbent to: * Work outside in all types of climatic conditions including inclement, very hot and/or cold weather. * Work with live electrical circuits. * Work in or near vehicular traffic. * Work in loud or noisy areas. * Work various shifts, overtime, weekends, holidays, on-call and emergency assignments. * Work on rough, uneven terrain. * Work at heights thirty (30) feet and more above the ground on equipment and structures. * Work in close and/or tight spaces.
