Traffic Signal and Lighting Operations Manager

Overview The Traffic Signal and Lighting Operations Manager directs, manages, supervises, and coordinates the activities and operations of the Traffic Signal and Lighting section, including installation, diagnosis, repair, maintenance, and modification of traffic signal systems, highway/street lighting systems, and related electrical/electronic systems and equipment maintained by Sacramento County. The role coordinates with other divisions, departments, outside agencies, and the public. Knowledge of Principles and practices of supervision, discipline, leadership, mentoring, and training Methods, tools, materials and equipment used in the construction, installation, operation, maintenance and repair of electrical and electronic traffic signal and lighting systems Multi‑phase actuated signal equipment, computer network and traffic control devices for traffic signal and lighting systems Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness Principles and practices of electrical, electronic and computer theory Applicable Federal, State, and local laws, codes, and regulations to include, but not limited to, National Electric Code, Electrical Safety Orders of the Division of Industrial Safety and California Manual on Uniform Traffic Control Devices (MUTCD) standards and specifications Procedures and methods used in preparing technical specifications for procuring equipment Budget preparation Contract negotiation, preparation and monitoring Video detection and video surveillance operation and calibration Copper‑to‑fiber and fiber‑to‑copper interface units Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment English usage, spelling, grammar, and punctuation Ability to Plan, manage, and complete complex work assignments Plan, coordinate, assign, and review the work of subordinate staff Work independently, prioritize work, coordinate activities and meet critical deadlines Develop and maintain cooperative, effective working relationships with other departments, governmental agencies, commercial contractors, and the general public Communicate clearly and concisely, both verbally and in writing Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met Exercise discretion and maintain confidentiality of information Investigate and resolve disciplinary issues Develop, monitor and interpret budgets and financial documents and prepare reports Select, supervise, train, and evaluate staff Read and interpret plans, maps, detailed drawings, and specifications including, but not limited to, electrical and electronic schematics, blueprints, and traffic signal and lighting layouts Interpret and apply applicable Federal, State, and local laws, codes, and regulations Interpret and summarize a variety of data and information Influence and persuade others to accept a particular viewpoint or follow a particular course of action Minimum Qualifications Either: Two years of full‑time, paid experience employed by the County of Sacramento in the class of Traffic Signal and Lighting Supervisor. Two years of full‑time, paid experience supervising a staff performing the installation, diagnosis, repair, maintenance and modification of traffic signal systems, highway/street lighting systems, and/or related electrical/electronic systems and equipment. Completion of accredited college or university units, military, career or specialized training may substitute up to one year of required experience (three semester or four quarter units = one month of work experience). Training courses not having semester unit values may be equated (15 clock hours = one semester unit). “Experience” refers to full‑time paid experience unless specified otherwise. Proof of education or certification must be submitted with the application. General Qualifications Criminal History and Background Checks: The County may access criminal history information on candidates who have accepted a conditional offer of appointment consistent with applicable laws. Felony or misdemeanor convictions related to job duties may be disqualifying unless mitigating circumstances exist. Background checks may include reference checks, credit history (if authorized), social security verification, professional license verification, military service information, driving history, and other relevant checks. Licensing: A valid California Driver License, Class C or higher, is required at appointment. Working Conditions: The incumbent may work outside in all types of weather; with live electrical circuits; in or near vehicular traffic; in loud or noisy areas; various shifts, overtime, weekends, holidays, on‑call and emergency; rough terrain; heights of thirty feet or more; tight spaces.
