Program Manager

Idaho National Laboratory

Job Description Essential Job Functions and Responsibilities: (Knowledge, skills, and behaviors required for this position.) Unlike traditional program management roles, this position demands genuine fluency in wireless technology. You will manage work that spans cellular network security, RF sensing, spectrum analysis, and next‑generation communication systems. To be effective, you must understand what researchers are building, what sponsors need, and how to bridge those two worlds under the constraints of federal research programs. Skills Have broad expertise and unique knowledge leading multi‑disciplinary teams focused on industrial control systems tool development. Have extensive experience managing or working in DoD and other US government cyber‑related planning efforts to serve as INL spokesperson for developing advanced ideas and driving development of advanced solutions in this area. Be self‑starter who can provide true project/program leadership and vision for rapidly growing mission area. Facilitate the integration, synchronization, and coordination of requirements to internal and external DoD organizations to help address mission gaps. Project Management Skills: Demonstrated ability to plan, execute, and oversee complex projects. Proficient in project management tools such as Jira, MS Project. Technical Skills: In‑depth understanding of technical concepts and communications technologies is preferred. Experience with software development and systems integration, is a plus. Communication Skills: Demonstrate subject matter expertise and communication skills to interface with all levels of sponsor management and for project deliverable quality and integrity. Ability to effectively convey technical information to non‑technical stakeholders. Problem‑Solving: Strong analytical and problem‑solving abilities. Capable of handling multiple priorities and managing competing demands effectively. Proven ability to work as a member of a team as well as autonomously without close supervision. Experience with RF Communications. Experience working with US DoD. US DoD Special Operations and Acquisition Experience a plus. Experience writing proposals, white papers, SBIRs responses. Demonstrated ability to meet deadlines. A high level of drive and energy, with a strong results orientation. Well‑developed interpersonal and communication skills. Demonstrated practical aptitude and willingness to learn new skills. Strong attention to detail. Creative problem‑solving, initiative and excellent customer service skills. Knowledge and interest in electronic communications and information technology. Experience working in a design and development environment. Exercise independent judgment as well as a high level of analytical skill in solving technical, administrative, and managerial problems. Maintain current relationships with our sponsors, and to cultivate new relationships with future sponsors. CAPM or PMP certification preferred. Education, Credentials, and Work Experience Level 3 – Bachelor’s and 5 years. Master’s and 2 years. PhD and 2 years. Level 4 – Education/Experience: Bachelor’s and 9 years. Master’s and 6 years. PhD and 4 years. Preferred formal educational background in one of the following: Business Administration, Project Management, Information Systems Management, National Security Studies, Systems Engineering, Engineering Management, or related fields. Ability to simultaneously address multiple complex tasks to meet commitments while maintaining quality of work and a professional interface. Travel internationally to support assigned programs and projects. Prior experience managing teams with multifaceted strengths, establishing critical deliverables, and implementing program management processes. Prior experience working as a DoD action officer, working with Joint staff departments, and briefing senior leadership teams is desired. Comfortable operating in inter‑governmental, inter‑agency environments. Ability to understand high government level directives and understand/articulate how INL capabilities support and enable those initiatives. This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, with SCI, which requires US Citizenship. Physical Requirements While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job‑related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Job Information Level 3 – $95,256 – $195,288 / Level 4 – $114,360 – $234,366 Chosen applicants are required to show a demonstrated commitment to valuing diversity and contributing to an inclusive working environment. TDP: This is a testing designated position; you will be required to submit to a pre‑employment drug screen and periodic drug testing throughout the term of your employment. Multi‑Level: This is a multi‑level posting and the selected candidate will be placed at the appropriate level dependent on depth and breadth of proven experience and skills. Working Conditions Incumbent of the position performs in a typical office setting with appropriate climate controls. The noise level is generally moderate. Periodic travel required in normal course of job performance. Periodic safety training is necessary. Position may work irregular shifts of more than 8 hours/day and work alone. Security And Privacy Language This position includes information security and privacy responsibilities as defined by NIST SP 800 53, OMB Circular A 130, and DOE Order 206.1A. Position must complete initial and annual role‑specific training as required. The incumbent must sign and comply with all required access agreements prior to being granted access to organizational systems or data. Comply with all applicable information security and privacy policies and procedures by following established protocols, with an understanding that non‑compliance may result in sanctions. Level Definers EX3 – Career Knowledge: Complete understanding and wide application of principles, theories, and concepts in field of specialization. General knowledge of other related disciplines. Resolves a wide range of issues in creative ways. This level is fully qualified, career oriented. Problem Solving: Works on problems of diverse scope. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Solutions are imaginative, thorough, practical, and consistent with organizational objectives. Discretion and Latitude: Works under only general direction. Normally receives little instruction day‑to‑day. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives. Impacts: Contributes to completion of specific programs and projects. Failure to obtain results or erroneous decisions or recommendations would typically result in program delays. Liaison: Frequent internal organizational customer contacts. May have some outside contact or represent organization in providing solutions to difficult issues associated with specific projects or work. Education/Experience: Bachelor’s and 5 years. Master’s and 2 years. PhD and 2 years. EX4 – Senior Knowledge: Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. Has wide‑ranging experience. Uses professional concepts and company objectives to solve complex issues in creative and effective ways. Interfaces with and mentors junior staff. Problem Solving: Works on complex issues where analysis of situations or data requires an in‑depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Discretion and Latitude: Work is performed without appreciable direction. Determines methods and procedures on new assignments and may coordinate activities of other personnel (Lead). Exercises considerable latitude in determining objectives of assignment. Impacts: Guides the successful completion of major programs and may function in a project leadership role. Erroneous decisions or recommendations would typically result in failure to achieve organizational objectives. Liaison: Represents organization as prime contact on projects or work. Interacts with senior internal personnel on significant matters often requiring coordination between organizations. Networks with key contacts outside own area or expertise.
