Program Analyst

Summary

The position is located in the Bureau of Consular Affairs, Passport Services, Office of Management Analysis and Coordination, Workload and Capacity Analysis Division (CA/PPT/I/MAC/WC). The division provides strategic planning, programmatic oversight, and data-driven analysis on national passport application intake processing, workload, staffing, and facilities to ensure efficient and effective passport operations nationwide.

Duties

Help

• Conducts workload and staffing analyses to evaluate passport adjudication trends, production capacity, and future demand; manages a program overseeing passport applications intake, initial processing, and distribution and recommend improvements.
• Performs studies on resource allocation and field productivity to support long-term staffing, hiring, and contractor utilization plans across passport agencies and centers.
• Plans and coordinates projects in partnership with internal stakeholders, GSA, and vendors.
• Serves as a liaison with regional offices, other Directorate units, and inter-bureau partners to implement strategic initiatives, ensure policy alignment, and manage shared priorities.
• Prepares detailed reports, briefing materials, and recommendations for senior leadership regarding workload, capacity planning, and facilities management activities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

GS-11 : Applicants applying to the GS-11 must have 1 year of specialized experience equivalent to the GS-09 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.

Specialized experience must demonstrate the following:

• Experience assisting senior staff in conducting analyses of program or operational workload, administrative processing, staffing, or production data to support recommendations.
• Experience supporting supervisors or managers during the collection, interpretation, and/or summarization of data and preparation of analytical reports, dashboards, or briefing materials.
• Experience supporting administrative or operational projects with internal partner offices, while managing competing priorities under the direction of senior staff.
• Experience interacting with internal offices or stakeholders to support approved initiatives.

OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full-time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

GS-12 : Applicants applying to the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.

Specialized experience must demonstrate the following:

• Experience conducting analyses of program or operational workload, administrative processing, staffing, or production data to support recommendations for improving efficiency, resource utilization, or service delivery.
• Experience collecting, interpreting, and summarizing data and preparing analytical reports, dashboards, or briefing materials used by supervisors or managers in operational, programmatic, or planning decisions.
• Experience supporting administrative or operational projects by gathering requirements, coordinating inputs, or tracking project actions, while managing competing priorities.
• Experience coordinating with internal and Department offices or stakeholders to support the implementation of approved workload, staffing, processing, or operational initiatives.

There is no substitute of education for specialized experience for the GS-12 position.

GS-13 : Applicants applying to the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States.

Specialized experience must demonstrate the following:

• • Experience leading complex analyses of program operations, workload, staffing, processing, or resource utilization and developing recommendations adopted by senior leadership.
  • Experience developing, refining, or applying advanced analytical approaches or models to evaluate program performance or forecast operational or resource requirements.
  • Experience managing or coordinating high-impact operational or facilities-related projects with competing priorities and deadlines, including planning activities, identifying risks, and advising stakeholders.
  • Experience advising senior officials and representing an organization in cross-functional or intra- and/or inter-agency engagements by presenting analytical findings and recommending operational or process improvements.

There is no substitute of education for specialized experience for the GS-13 position.
