Financial Services Division (FSD) The Financial Services Division (FSD) provides professional accounting and budget services that support Commerce’s financial health and compliance objectives. Serving all agency employees, vendors, contractors, and by extension communities across Washington, FSD is critical to Commerce’s effectiveness, efficiency and success. The Financial Business Process and Data Manager serves as FSD’s principal financial subject matter expert and liaison for the agency’s financial systems transition from the Agency Financial Reporting System (AFRS) and other enterprise and Commerce legacy systems to Workday as part of the statewide OneWA initiative. This position plays a vital leadership role in ensuring that the agency’s financial operations, data, and business processes are accurately mapped, transitioned, tested, and adopted within the new Workday environment. The Financial Business Process and Data Manager is responsible for the development, implementation and management of an effective and efficient agency budget reporting and systems infrastructure. The position ensures that financial data is organized in a way that meets the agency’s business needs. This includes responsibilities such as establishing data standards, leading development of the Foundational Data Model (FDM) for Workday, and leading the documentation of current-state and future-state financial business processes. They regularly evaluate agency financial reporting and system gaps and identify solutions to address those needs. This person will help develop the organizational change management plan for the transition to Workday, and provide or facilitate training to impacted personnel. As the agency lead for budget data and systems, this position is the agency’s primary representative on statewide financial system issues, including: the One Washington Initiative; Agency Financial Reporting System (AFRS); Agency Budget System (ABS); Capital Budget System; etc. This position provides system access and supports appropriate internal controls related to permissions. Financial Data Governance: Establishes data integrity standards for financial data systems including the Agency Financial Reporting System (AFRS), Agency Budget System (ABS), Capital Budget System (CBS), The Allotment System (TALS), the Contract Management System (CMS), and others as required. Serves as the agency’s primary point of contact and subject matter expert for creation, maintenance, and oversight of the Foundation Data Model (FDM) within Workday. Implements and monitors the FDM structure to ensure accurate alignment with Commerce’s financial operations, organizing and tracking revenues and expenditures for both high-level reporting and detailed analysis. Collaborates with the agency’s Central Budget Office to incorporate fiscal year appropriation updates, ensuring the FDM reflects approved budget structures, funding sources, and legislative intent. Collaborates with the agency’s Accounting Team and stakeholders across the agency to establish, assign, and organize FDM worktags that support complete and accurate financial reporting in compliance with federal and state rules and regulations. Analyzes and processes updates to the FDM, submitted by the Central Budget Office, and ensures timely and accurate submission of changes to the Office of Financial Management (OFM) in accordance with established protocols. Provides expert-level consultation and guidance to budget and accounting staff on proper use of FDM elements for cost coding, ensuring consistency, accuracy, and compliance with GAAP, WAAM, OFM and OneWA guidance, and agency financial practices. Maintains documentation, procedures, and internal controls related to FDM management to support financial integrity and audit readiness. OneWA FSD Liaison: Actively engages in all Commerce-specific and OFM OneWA Workday meetings, serving as a strategic participant and financial subject matter expert for the agency. Analyzes information presented at OFM OneWA meetings and advises agency leadership and staff on required actions, policy implications, and implementation strategies. Communicates key updates and decisions by posting concise, actionable summaries to the Commerce OneWA Teams channel and other internal communications platforms. Collaborates closely with Commerce IT staff, offering technical financial insight to support remediation of system interfaces and configurations impacted by the Workday transition. Represents the agency and FSD with external contractors in support of the OneWA project Represents FSD in partnership with other Commerce divisions and internal business units to ensure financial system requirements and agency business needs are accurately addressed. Financial Business Processes Management: Leads the Budget and Accounting teams to document as-is business processes and future-state business processes for the transition to Workday. Assesss process work flow and identifies gaps. Develops and documents new processes and procedures for accounting and budget teams that reflect Workday functionality and updated workflows. Validates financial business processes and procedures for appropriate internal controls. Lead finance team efforts in system testing (unit, integration, and user acceptance), data conversion and validation, and post-implementation support for financial modules in Workday. Lead development and implementation of the organizational change management plan. Lead development of the training plan, including identifying training needs by role and function. Design and deliver Commerce-specific training on Workday financial functions and workflows, and facilitate all-staff training events prior to go-live. Provide timely, professional guidance and technical support to Accounting, Budget, IT, and Program staff regarding Workday functionality, OneWA updates, and agency-specific impacts. After Workday go-live, evaluates and improves business processes and procedures that use or interact with Workday to meet business needs. Financial Applications Systems Administrator: Liaison between the Department of Commerce and other state agencies, including the Office of Financial Management, on statewide budget system issues. Serves as system administrator for enterprise financial applications such as AFRS, Enterprise Reporting, Workday, BudgetWorks systems, and others, and establishes security roles. Updates security roles to meet business needs, incorporating appropriate internal controls. Required Education and Experience: 7 years of combined experience and education as described below: Experience: Financial management in the public sector Experience with Washington state budget processes including budget development, accounting, financial reporting, information technology financial management and reporting and its financial applications, including AFRS, ABS, CBS, TALS, Salary Projection System, Enterprise Reports, Web Intelligence, etc. Experience with financial business process mapping and/or system design Development and/or evaluation of internal controls Financial audits in a government enterprise Developing, implementing, and providing training regarding budget reporting and systems to all levels within an agency: unit, division, and agency leadership Data aggregation and analysis Financial data modeling Education: Bachelor’s degree in business, finance, public administration, data analysis or closely aligned field Examples of how to qualify: 7 years of experience 6 years of experience and one year of education 5 years of experience and two years of education 4 years of experience and three years of education 3 years of experience and four years of education 2 years of experience and five years of education 1 year of experience and six years of education Preferred/Desired Education, Experience, and Competencies: Experience working with the Washington state budget cycle Experience with Washington state financial applications such as Workday, AFRS, TALS, Enterprise Reports, Salary Projection System, Agency Budget System, Capital Budget System, etc. Advanced skills in standard Microsoft Office products such as Word, Excel, Teams, PowerPoint, and Outlook Experience using Workday Experience with business process mapping Required Position Competencies: Strong interpersonal skills including relationship building, problem solving and teamwork Ability to communicate clearly and accurately, and to work effectively with staff, other divisions, stakeholders and public.
