Description
This position is responsible for the technical review and evaluation of engineered site plans submitted for commercial, industrial, mining, and multi-family development projects that relate to the County's comprehensive plan, land development code, zoning, and development review.

Examples of Duties


The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

  • Conducts reviews of various applications, including subdivisions, permits, site plans, rezoning requests, and special exception use permits.
  • Attends staff meetings and provides input for improved permit review streamlining.
  • Reviews master mining plan approvals, mining operation plan approval, and annual mining reports for compliance with the Hernando County Mining Ordinance.
  • Conducts annual mining inspections and final reclamation inspections for approved mining operations.
  • Provides commercial zoning and flood zone verification letters.
  • Provides assistance to walk-in and phone customers as necessary for zoning, flood zone, development, and permitting information.
  • Prepares plans, stamps change-out sheets, and sheets for county agencies to sign.
  • Back up coverage for zoning technician positions as needed.
  • Assists in duties related to preparation and presentation of data in graphic and/or written form that will be presented to the Board of County Commissioners.
  • Prepares preliminary drafts and edits materials related to the planning field.
  • Processes variances and administrative appeals of departmental determinations.
  • Attends Planning and Zoning Commission and Board of County Commissioners meetings as required.
  • Reviews and analyzes complex regulatory ordinances. Makes recommendations for future actions.
  • Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval.

Typical Qualifications


Minimum Qualifications
  • Associate degree from an accredited university in planning, zoning administration or closely related field. Experience may be substituted for education.
  • Previous work experience in Planning field and a minimum of two (2) years in a professional office setting. Course work or experience providing knowledge of maps, zoning and FEMA requirements.
A combination of education, training and experience may be substituted at the County's discretion.

Licenses, Certifications, or Registrations
  • Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System

    • Read, analyze, and evaluate commercial site development plans pursuant to County ordinances and regulations.
    • Create and maintain good working relationships with officials, contractors, other employees, and the general public.
    • Organize, and maintain filing systems, and follow up on commercial projects for permitting.
    • Utilize knowledge of County zoning regulations, local geography, zoning maps, flood plain management and other applicable County development codes.
    • Utilize knowledge of local and state laws pertaining to commercial site development.
    • Read legal descriptions, building plan elevations, floor plans, etc.
    • Calculate square footage of buildings and parcels of land.
    • Present ideas and findings clearly and concisely in written, oral, or graphic form.
    • Make sound and impartial judgments/decisions.
    • Manage projects effectively and meet deadlines.

Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing.
  • The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Salary Disclosure: Pay rates are based on policy, education, skill, experience level and internal equity.
