NC DHHS IT Project Manager

Job Summary (in List Format):
- Serve as the lead IT Project Manager for a large-scale IT project within the Division of Public Health (DPH), NC Department of Health and Human Services (DHHS).
- Collaborate with internal and external stakeholders, including executive staff, project teams, vendors, and various departments, to facilitate project planning and execution.
- Oversee day-to-day project management activities, ensuring all project requirements are met and deliverables are achieved on time and within budget.
- Develop, prioritize, and manage divisional project roadmaps in coordination with Project Portfolio Managers (PPMs) and other key personnel.
- Prepare and analyze business cases, cost-benefit analyses, and manage approvals for project initiation.
- Lead the creation of Statements of Work and manage the onboarding and ongoing relationship with multiple vendors.
- Establish and implement a governance model and ensure compliance with state IT and security requirements.
- Identify and manage resource requirements, risks, opportunities, and cross-functional dependencies across multiple projects.
- Track and report project/program status, progress, risks, and outcomes to senior and executive management.
- Manage project budgets, funding channels, and resource allocations for maximum productivity.
- Ensure effective and transparent communication among all project stakeholders.
- Present project/program status and updates to committees and in executive meetings.
- Utilize project management tools such as Microsoft Project and MS Office for planning, tracking, and reporting.
- Maintain compliance with all relevant state and departmental policies and procedures.
- Preferred: Hold PMP/PgMP or Agile certifications and have experience with legacy system replacements, state/local government collaboration, and statewide IT projects.
