Contract Specialist II (NS)

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

The Office of Procurement, Contracts, and Grants (OPCG) Contracts Specialist II collaborates, coordinates and assists the Divisions within DHHS with the development of solicitation documents in compliance with regulatory and statutory requirements. Job responsibilities include the following:

• Independently develop and prepare specifications.
• Prepare Requests for Proposals, Invitations for Bids, Request for Quotes and Memorandum of Agreements.
• Draft and manage complex non-IT contracts.
• Conduct negotiations for complex formal solicitations and agreements, which may include, professional, highly technical services, or materials and equipment.

Applicants who possess the following skills are preferred:

• Extensive knowledge and experience of the State's E-procurement system (Ariba) including the sourcing tool and contract workspace modules.
• Proven ability to analyze and resolve problems.
• Proven knowledge of purchasing practices and procedures.
• Proficient in Microsoft Word, Excel, Outlook and PowerPoint.
• NCCM certification or ability to earn within one year of hire.

Salary Grade Range $60,881 - $106,544

Recruitment Range $60,881 - $82,400

Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours.
