About The Indiana Department of Revenue (DOR):

The Indiana Department of Revenue team is comprised of over 700 staff that are located in 13 locations across the state of Indiana. We work collaboratively with the Indiana Governor's office, the General Assembly, state agencies, individuals, business owners, corporations, tax practitioners, and a variety of tax program participants to administer Indiana's tax laws. DOR administers over 65 tax types and annually processes nearly $21 billion of tax revenue. Our mission is to serve Indiana by administering tax laws in a fair, secure, and efficient manner.

Role Overview:  

The role of DOR-MCS (motor carrier services) supervisor is a mission critical role. This individual leads a team or TA-4 / permitting agents serving commercial heavy haul carriers from all over North America. Overseeing the issuance of 450,000 OSOW permits annually. They act as the primary liaison between INDOT multi-model / freight department and DOR/MCS. They work closely with ISP-CVED (Indiana State Police, Commercial Vehicle Enforcement group and industry associations IMTA (Indiana Motor Truckers Association) and SC&RA (Specialized Carriers & Riggers Association) a national heavy haul group. This role is essential in ensuring that OSOW permits are reviewed in a timely manner (365 days/year) as crucial commerce is conducted via this department. Necessary power components, food, medicine and crucial machinery are all moved via the permitting system.

Salary:

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. Use our to view the total compensation package.

A Day in the Life:

The essential functions of this role are as follows: 

• Develops and plans training for staff.
• Establishes standards, guidelines and priorities and work assignments to ensure optimal workflow and productivity.
• Works with Division Administrator and Deputy Administrator to develop and monitor achievement of long range goals and objectives.
• Provides guidance to tax analysts in resolution of complex, unusual problems or questions.
• Interviews and hires staff personnel.
• Counsels and disciplines employees.
• Represents the division in making public contact and speeches to various organizations and agencies.
• Prepares, conducts and evaluates training courses for individual sales and withholding taxes and procedural issues.
• Assesses proposed legislation to determine potential impact on the division’s goals and missions.
• Makes budget recommendations regarding procurement, overtime and equipment.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Extensive knowledge of State and Federal personnel and tax laws, regulations, policies, and guidelines
• Extensive knowledge of the procedures for properly preparing the various tax returns and forms
• Extensive knowledge of State and Federal laws and legal procedures pertaining to estates and trusts
• Ability to communicate effectively both orally and in writing
• Ability to apply and understand ethics and confidentiality laws
• Ability to conduct research, interpret and apply tax laws to resolve complex tax issues using various legal resources
• Ability to delegate work set clear direction, and manage workflow
• Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets
• The ability to maintain confidentiality is essential to this position.

A degree is not required. However, at least 3 + years of experience in supervision applying the outlined knowledge, skills, and abilities in a similar role may be considered. Two years experience as a Department of Revenue Working Leader may be considered for the supervisory experience.
