The Human Resources Analyst will enjoy working a 4/10 work schedule (Monday through Thursday), 7:30 am - 6:30 pm. with every Friday off!
This position will receive a 4% cost of living adjustment effective July 1, 2027, and 1% of salary into a deferred compensation plan.

Under general supervision, independently performs a wide variety of professional-level administrative, analytical, and coordination duties in support of human resources functions and programs in the areas of recruitment and selection, classification, job evaluation, compensation, workers' compensation, organizational development and training, labor relations, and risk management; conducts, reviews, and presents administrative, financial, and personnel studies and reports; and does related work as required.

CLASS CHARACTERISTICS
This professional-level class is a single-position class independently performing professional-level, technical human resources work related in support of the human resources functions as well as the formulation and development of human resources rules, policies, and procedures. This class is distinguished from the Human Resources Specialist class due to its greater exercise of judgment, technical and/or professional experience, and exercises initiative and independence in conducting work.

Scope of Work and Examples of Duties


Management reserves the right to add, modify, change, or rescind the work assignments of different positions and make reasonable accommodations so that qualified employees can perform the job's essential functions.


Performs professional work in human resources, including recruitment and selection, job analysis, classification and compensation, labor relations, and risk management; administers special projects.

Prepares and updates information in personnel database records, including new positions, vacancies, and performance evaluation records.


Conducts job analyses and salary surveys.


Conducts orientations for newly hired employees and answers employee questions regarding benefits, open enrollment periods, and other events regarding employee benefits.

Maintains personnel and medical files; ensures files comply with government regulations; uses the personnel, payroll, and benefits information system to prepare and update personnel and payroll/benefits databases.

Processes FMLA and tracks leave balances and return to work for all employees.

Develops, coordinates, and implements training workshops. Maintains training calendar, registers, trains, and assists with preparation of event sites and course materials.

Develops, chairs, coordinates, and facilitates City-wide Safety Committee.

Maintains and updates job descriptions and maintains City's organizational charts.

Drafts, revises, and interprets provisions of the personnel rules, collective bargaining agreements, and administrative policies, as well as fair employment and non-discrimination guidelines.


Responds to requests for employment verification.


Provides information, updates the City's website about human resources activities, and maintains the bulletin boards.

Facilitates, coordinates, and prepares data reports for third-party benefits administrators concerning annual fiscal year benefit renewals

Analyze human resources and risk management program trends by attending professional meetings, training conferences, and professional newsletters.

Processes, coordinates, compiles, prepares, examines, and reviews all documents with third-party Workers' Compensation Administrator and department director; communicates with employees and Workers' Compensation Administrator to process appropriate documents.

Receives, processes, coordinates, compiles, and maintains claims and City property damage reports through the California Joint Powers Insurance Authority.

May investigate employee relations problems and grievances and recommends corrective actions to resolve issues and concerns.


Responds to annual survey requests by California Joint Powers Insurance related to City insurance.

Register, maintain, facilitate, and insure City fleet through the California Joint Powers Insurance Authority and California Department of Motor Vehicles.

Processes, track, maintain, and ensures property insurance coverage for City-wide property through California Joint Powers Insurance.

Processes initial and fiscal year Evidence of Coverage requests for City-wide contracts through California Joint Powers Insurance.


Verifies insurance coverage levels for contract services to ensure compliance with City's joint powers insurance.

Administers background screening through Livescan and the Department of Justice for all City personnel, contract services, and volunteers.

Receives and screens human resources and risk management visitors and telephone calls, providing a high level of customer service to both external and internal customers; provides information to City staff, other organizations, and the public, requiring the use of judgment and the interpretation of complex policies, rules, procedures, and ordinances.


Attends to various office administrative details, such as keeping informed of departmental activities, transmitting information, processing contracts and agreements, attending meetings, and serving on various task forces and committees.


Oversees and ensures that the office administrative functions of the department are effectively carried out; recognizes and solves issues and problems in situations that may require tact, independent judgment, and skill in resolving conflicts.


Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment, and multi-line telephones.

Performs other duties as assigned.

Ability to: Plan, manage, and coordinate the activities of human resources programs, projects, and related services; select, assign, train, supervise, motivate, review, and evaluate the work of employees; conduct human resources, financial, and administrative analyses, and present reports and recommendations; communicate effectively, both orally and in writing; establish and maintain effective working relationships with applicants, City employees, staff, management, consultants, contractors, vendors, and other public and private representatives; maintain the confidentiality of sensitive personnel matters.

Education, Experience, and Training


Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:


Persons may qualify by one of the following: 1) Graduation from a recognized college or university, preferably with courses in public administration, human resources, psychological testing, statistics, or other field related to the listed duties; 2) some college course work leading to a degree and two years of technical human resources experience; or 3) four years of high-level responsible human resource work that was performed.

Physical Demands & Work Environment

Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification, although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, push, and pull drawers open and closed to retrieve and file information. In addition, positions in this classification occasionally lift, move, and carry objects that typically weigh up to 25 pounds. Specific vision abilities required by this job are those required to perform office machine operations.


Environmental Elements
Employees work in an office environment with moderate noise, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.


Working Conditions
May be required to work on evenings, weekends, and holidays.


Note: All City of La Palma employees are designated by State law as "Disaster Service Workers." In the event of a declared emergency or an undeclared emergency or natural disaster that threatens the public's life, health, and/or safety, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours, and performing work significantly different from the employee's normal work assignments and may continue through the recovery phase of the emergency.
The City offers a highly competitive compensation package which is dependent upon qualifications. The City's attractive benefits package includes the following:
Retirement - The City offers the CalPERS 2% at 62 formula for new CalPERS members.; OR 2% at 60 formula for existing CalPERS members with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency. Employees are responsible for paying the full Employee contribution through payroll deduction. Additional details on the City's retirement plan will be provided to candidates during the job offer process. For further information about CalPERS, please contact CalPERS directly. The City does not participate in Social Security except for the mandatory Medicare Program.
Medical Insurance - The City contracts with CalPERS to offer medical insurance to employees and their eligible dependents. The City provides a monthly health benefit allowance to be used toward monthly health insurance premiums currently $667.49 Employee Only, $1,156.49 Employee + 1, $1,415.49 Employee + 2.
Wellness Program - All employees and their dependents are enrolled in a confidential Employee Assistance Program.
Dental Insurance - The City provides dental coverage for employees and their eligible dependents. The City pays 100% of the premium and has a reimbursement program (up to 30%) for crowns.
Vision Insurance - The City has a vision care reimbursement program (up to $400) per employee and their eligible dependents per fiscal year.
Life Insurance - The City contracts with The Standard Insurance Company to provide $100,000 in basic group term life insurance for employees with additional coverage for eligible dependents. Employees may purchase additional coverage by participating in AFLAC plans.
Disability Insurance - The City provides short and long term disability insurance coverage with the City paying 100% of the premium.
Flexible Spending Accounts - The City currently offers a flexible spending account plan through which employees may set aside pre-tax dollars for a wide variety of eligible non-reimbursable medical expenses for themselves or their eligible dependents and/or eligible dependent care expenses.
Additional Insurance Opportunities - The City contracts with AFLAC to provide additional health, dental, and life insurance coverage, as well as many other reimbursable plans. Employees may set up these accounts as pre-tax dollars.
Deferred Compensation Accounts - The City offers employees the option to defer pre-tax earnings through the ICMA-RC 457 Deferred Compensation Plan. Professional employees enrolled in this plan receives a 1% City paid contribution; additional contributions are at the employee's discretion.
Retiree Health Benefits - The City contributes the minimum Public Employees Medical and Hospital Care Act (PEMHCA) contribution, currently $160 per month, toward retiree medical insurance for retirees who elect to continue their CalPERS medical coverage into retirement. The City does not offer retiree dental or vision coverage.
Holidays - Ten (10) paid fixed holidays and 40 hours of paid floating holiday time annually are provided. Employees are required to use either floating holiday time, vacation time, or compensatory time to facilitate a holiday closure between Christmas and New Years.
Vacation - Full-time employees entering service after July 1, 2011, earn 80 hours of annual vacation leave per year and can accrue a total balance of 120 hours, increasing incrementally after 5 years of service.
Sick Leave - 96 hours per year and can accrue a total balance of 760 hours.

Administrative Leave - Professional Employees are FLSA Exempt and therefore receive 40 hours of administrative leave per fiscal year subject to Department Head approval.
Bilingual Pay - The City offers employees the opportunity to test once per year for bilingual accuracy. After successfully passing an interactive test, the employee will receive $150 per month. Testing is renewed biannually in order to continue receiving the stipend.
Work Hours - Full-time employees work a four day work week/10 hour work days; a 40 hour work week, Monday - Thursday.
