INTERNAL INVESTIGATION DETECTIVE CAPTAIN PSCS

Grade SLE 9 Location of Position Howard County 8520 Corridor Road Suite H Savage, MD 20763 Main Purpose of Job The main purpose of this position is to serve as the managerial level of investigative and intelligence work within the unit by supervising Detective Lieutenants and Special Detectives in the DEA and IID Strike Force Unit with a mission focused on eliminating corruption within the State of Maryland. Position Duties Receives, disseminates, and manages allegations; supervises Lieutenants' and Special Detectives' confidential investigations into criminal activity and allegations of serious misconduct by DPSCS employees, inmates, visitors, and others as directed. Evaluates investigation operations, develops procedural changes, and implements staff training as required. Evaluates the scope, timing, and direction of complex, highly sensitive or controversial investigations. Reviews investigative work within the unit; reviews and approves subordinate’s investigative methods and ensures all are up to standards. Coordinates, identifies, and collects physical evidence and reports information using camera, telephone, and other evidence collection tools to prepare a completed investigation file in accordance with established procedures. Reports and reviews information related to assigned investigations; reviews criminal and administrative investigative reports to ensure they are written in a clear, logical, and impartial manner. Prepares criminal and administrative investigation reports that are clear, logical, impartial, and properly documented. Maintains an automated case management system that assures timely assessment of cases, dissemination of information, and identification of emerging patterns and conditions relating to corruption. Establishes and maintains liaison with other governmental agencies concerned with the criminal justice system. Presents clear and precise testimony in court and administrative hearings on all aspects of the assigned investigation; meets and reviews investigations with local State’s Attorneys, US Attorneys, and Assistant Attorney General; meets and discusses cases with DPSCS attorney advisors. Minimum Qualifications Education: High school diploma or G.E.D. certificate acceptable as described in the Police Training Commission regulation. Experience: Three years of supervisory investigative work as an Internal Investigation Detective Lieutenant or comparable law enforcement investigative supervisory experience. Notes: 1. The above educational requirement is set by the Police Training Commission in accordance with Public Safety Article, Section 3-207. 2. Applicants may substitute college education for required general experience at the rate of 60 college credits, including at least 15 credits of criminal justice courses, for up to one year of the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience at the rate of two years of military experience for one year of experience. Desired or Preferred Qualifications Experience supervising wiretap assignments. Experience supervising electronic surveillance assignments. Licenses, Registrations and Certifications Must possess and maintain a current Maryland certification as a Police Officer. May be required to possess a motor vehicle operator's license valid in the State of Maryland if duties involve operating a motor vehicle. Special Requirements Must meet selection standards for police officers and successfully complete required training. Must be U.S. citizenship or resident alien status, at least 21 years of age, complete background investigation, oral interview, physical examination, polygraph and psychological evaluations. Must pass a medical examination to determine ability to perform job-related functions and demonstrate firearms proficiency on a periodic basis. Must be available 24 hours a day, provide a reachable telephone number, and carry an electronic pager. Must be subject to substance abuse testing in accordance with Code of Maryland Regulations. Examination Process The assessment may consist of a rating of education, training, and experience related to the position requirements.
