SUMMARY
Responsible for all corporate personnel activities, coordinates activities of Human Resources department staff, and oversees the Human Resources department by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. Other duties may be assigned.
Regular, predictable and reliable attendance and punctuality.
The primary duty of the position is managing and directing operations and personnel in the Human Resources Department. Customarily, this involves directly supervising the work of 2 or more full-time employees and assisting outlying offices with supervision of Office Support Professionals.
Formally recognize the accomplishments of others when they display character traits valued by the organization.
Assist with development of and oversee a character recognition program carried out by human resources department staff.
Interview, hire and train all Human Resources Department staff. Oversee and spot check the work of HR Department staff. Make recommendations for employment promotions, transfers or separations of said positions.
Recognize exceptional performance, conduct performance correction and evaluate performance for HR Department staff.
Report irregularities in HR procedures to the Chief Operating Officer.
Monitor overall operation of all HR office systems.
Coordinate and oversee the development of job aids for all HR positions.
Maintain cross-training of all HR positions to ensure seamless, continuous service.
Receive, review and audit timesheets for the HR Department staff.
As a back-up & on an as needed basis, review and analyze checks written. Utilize a signature stamp to stamp all checks.
Prepare for and participate in annual Quality Assurance, financial, workers’ compensation, 401K and other audits.
Coordinate & oversee investigations and complaints related to bullying and harassment. Recommend personnel action, as needed, to the Chief Operating Officer.
Coordinate & oversee investigations regarding workplace violence. Recommend personnel action, as needed, to the Chief Operating Officer.
Monitor and evaluate employee work related illnesses/injuries and treatment. Keep in contact with ill/injured worker and workers’ compensation insurance company. Maintain OSHA logs in compliance with regulations.
Monitor safety incentive program for the corporation and revise as needed. Track and monitor trends in workplace injuries. Maintain Safety Manual.
Monitor Drug & Alcohol Free Workplace program. Oversee random, for cause & post-accident drug/alcohol testing & assure compliance with policy. Act as liaison to Employee Assistance Program.
Monitor health, dental, life and supplemental insurance programs. Coordinate annual open enrollment.
Complete annual reports that include [but is not be limited to] OSHA, EEOC, Notice of Creditable Coverage.
Assist in routine audits of all personnel files. Assure orderly and confidential system of personnel file maintenance. Maintain and file items into administrative staff personnel files.
Participate in communications sent to employees.
Answer telephone calls and provide and coordinate front desk coverage when needed.
Use company vehicle or personal vehicle to travel to outlying offices and program sites on a quarterly basis, or more often as needed.
Modify and maintain Employee Handbook, Performance Evaluations, Performance Guidelines, Position Descriptions, Job Descriptions and interview forms.
Attend, present at and actively participate in Management & Leadership and other meetings.
Act as back-up trainer when necessary.
Provide training as needed or requested for administrative and field staff.
Coordinate annual DSP Appreciation Week activities.
Oversee performance evaluation process. Send out reminders for 6 month, 1 year, and annual evaluations. Review all completed evaluations. Follow up with any issues or concerns raised. Request revisions if needed.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and correcting employees; addressing complaints and resolving problems.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The ability to deal with stress and get along with co-workers and supervisors is essential. Must be able to communicate effectively with people outside the company and internally within all levels of management and all departments. Must be detail oriented, ability to multi-task, and be professional, confidential and friendly. Must have written skills in order to document. An individual must have consistent and reliable transportation that allows for routine travel for a variety of job related activities. These activities could include but are not limited to attending CSCSO and contracting agency meetings, attending training classes, and/or providing assistance to CSCSO personnel in offices outside the normal geographic office assignment.

When using company vehicle or personal vehicle during the completion of job duties, this position becomes safety sensitive.

EDUCATION and/or EXPERIENCE
Completion of a four-year degree in human resources &/or related field from an accredited college/university is required. Minimum of 4 year of management experience in human resources management is required. Familiarity with not for profits and government contracts is desirable.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid Oklahoma driver’s license is required as well as current insurance as required by the State of Oklahoma. HR certification [SHRM, SCP, CP, SPHR, PHR, etc.] is a plus.
OTHER QUALIFICATIONS
A felony/misdemeanor background search with OSBI and the Community Services Worker Registry is performed. Additional screenings that may be conducted include, but are not limited to, a Department of Motor Vehicles (DMV) record check, the National and State Sex Offender registry, the Violent Offender registry, the Nurse Aid Registry Search (NARS), the Office of Inspector General (OIG), the System for Award Management (SAM), and the Restricted Registry. Results can affect employment status.
