You will perform a wide range of budget analysis activities, including project management in addition to budget monitoring and activities. Your primary functions will require thorough knowledge of state and federal budgeting and financial processes. You will also support management and staff through budget development, complex forecasting of cost impacts, and by ensuring that programs are supported by sufficient revenues by evaluating expenditures to budget.In this role, you will be an active participant in policy strategy development including the analysis of financial impacts of proposed policies with focus on health equity. You will provide data that is used to affect the processes in meeting the agency mission and deliver the information to top agency, legislative, executive, and other governmental and non-governmental officials.Additionally, the programs and budgets are often interrelated throughout the agency. You will need to demonstrate in-depth expertise on the programs and budgets that you oversee.For a full review of the position description, please Click HereWhat We Are Looking ForMinimum Qualifications: These qualifications must be reflected in your application for consideration.Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. OR Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information. OR Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program. Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.A graduate-level degree in any of the above areas may substitute for four of the five years.Desired Attributes: The following are desired attributes that we have identified as key to success for this role at OHA. Preference Statement: Preference may be given to candidates who possess the following job-related knowledge, skills, and abilities.Data Analysis and Financial ReportsAbility to interpret and analyze big sets of data and financial information and produce a wide range of reports from multiple accounting and financial systems.Experience working with business intelligence systems such as PowerBi, Oracle, Business Objects, Datamart, etc.Experience with governmental accounting systems (SFMA) and understanding of governmental accounting principles (GASB). Financial Analytical SkillsAble to analyze expenditures and revenues against projections to monitor fiscal performance.Experience in investigating, identifying, and resolving financial data anomalies.Produce deliverable at a high-quality with accurate and analytical precisionCommunication and Presentation SkillsAble to explain agency budget information and assist program staff in understanding and tracking their program budgetsProduce clear written and verbal narratives around budget and financial needsProvide outstanding customer service skills for both internal and external customers.Collaboration and TeamworkWillingness to collaborate, share information and contribute to the team’s success.
