Maintenance Laborer

Duties and Responsibilities:

Responsible for general maintenance of HAS' housing developments and grounds. The employee in this position performs manual labor and a variety of unskilled maintenance tasks. Work includes the maintenance and upkeep of grounds, buildings, equipment, and general area policing. Loads, unloads, and moves equipment and appliances. Performs a broad and complete range of janitorial duties. Operates a wide variety of power equipment. Assists qualified maintenance personnel in the performance of more complex tasks. Duties may involve responsibility for working independently on specific projects and or tasks. Responsibilities include, but are not limited to, the following:

1. Performs cleaning tasks in buildings; sweeps, scrubs, mops, waxes and buffs floors; dusts, cleans, waxes, washes and polishes furniture and equipment; washes H.A.S vehicles; washes windows and walls; empties and cleans waste receptacles; cleans bathrooms and replenishes necessary supplies.
2. Performs superficial repairs to water closets and drains, usually consisting of unplugging them and freeing them for normal use.
3. Visually inspects hallways and common places, eliminates any obstacles to free passage and makes certain that adequate lighting is provided at all times.
4. Cleans up grounds by picking up paper and trash; carries away debris.
5. Rakes and cares for grounds, prune trees and shrubbery to maintain a neat and healthy condition and appearance.
6. Sweeps walks and parking areas and maintains in clean condition.
7. Loads and unloads vehicles; drives vehicles to and from various sites to transport trash, materials, tools and supplies.
8. Reports any unsafe or hazardous conditions encountered or observed on or in any Authority property or building.
9. Distributes flyers to residents.
10. Delivers, picks up and installs appliances in occupied and unoccupied units.
11. Maintains necessary records of appliance transactions.
12. Performs related work as required.
13. An employee may or may not perform all of the above duties.

Qualifications and Knowledge:

1. Knowledge of building and grounds maintenance practices and procedures.

2. Knowledge of ground maintenance tools and cleaning materials and supplies.

3. Knowledge of building maintenance.

4. Ability to operate equipment and trucks, including dump trucks and large scale lawn mowers.

5. Knowledge of the occupational hazards and applicable safety precautions of the assigned work.

6. Ability to read and understand written instructions.

7. Ability to follow oral instructions.

8. Ability to lift heavy objects.

9. Ability to work outside under adverse conditions.

10. Ability to perform manual work such as digging, shoveling, and sanding.

11. Ability to establish and maintain effective working relationships with other employees, supervisors and the general public.

Supervision Received and Given:

The employee receives instructions primarily from the Asset Manager, Maintenance Supervisor and/or Maintenance Mechanic. Normally, the employee carries out work activities with minimal supervision. The employee receives specific instructions when problems are brought to the attention of the supervisor and/or when the supervisor is contacted by the employee for direction. The employee's work is reviewed for conformity to organizational policies, regulations and attainment of objectives.


Guidelines:

The employee follows established policies and procedures, traditional practices and specific guidelines. Guidelines cover most situations, but the employee may occasionally be required to use independent judgment in making decisions. In other cases not covered by guidelines, the employee may consult the supervisor for assistance.

Complexity:

Work performed by the employee is mostly routine and repetitive in nature. Occasionally, some complex tasks may require the exercise of personal judgment in making decisions on accomplishing assigned work.

Scope and Effect:

The employee's work primarily impacts the housing developments of HAS and its tenants. Successful accomplishment of duties by the employee will result in HAS' ability to provide safe, sanitary housing to its tenants.

Personal Contacts:

Contacts are primarily with other Authority employees and residents. The employee has contact with architects, engineers, consultants, contractors, and Authority residents. The primary purpose of contacts is to provide assistance. Contacts are normally cooperative, however, they may be occasionally antagonistic, unresponsive, or uncooperative contacts.

Physical Demands:

Work involves climbing ladders, stooping, kneeling, standing for long periods and walking around sites. Physical demands include the ability to operate a variety of carpentry, electrical, and plumbing equipment, tools, and machines; Ability to work/inspect in wet, damp, hot, cold, or dusty places; Ability to stoop and kneel in order to gain access to work areas. Ability to move or carry objects or materials such as sinks, counter tops, solid core and metal doors, debris, floor tile, fan motors and other HVAC parts, etc.; Ability to handle ranges and refrigerators using appliance hand-trucks; and the ability to lift objects up to 40 pounds from ground to overhead.

Work Environment:

Works around and with light motorized equipment, power and hand tools; works with chemical compounds; works with electricity; works with pesticides and herbicides; works in confined spaces; works indoors and outdoors and is exposed to weather extremes. The employee may occasionally be subject to electrical shock hazards, dangerous heights, dangerous chemicals, and skin irritants (e.g. cleaning solutions, solvents, and insecticides). The employee may be required to use goggles, gloves, safety boots, masks, lumbar support belts, and other safety equipment.

Drug-Free Workplace:

All positions require pre-employment and post-employment random drug testing. Applicants selected for hire will receive a conditional offer of employment and be referred for pre-employment drug testing.
