Health and Wellbeing Finance Senior Manager Job no: 499722 Work type: Non-Classified/Professional Location: Boise, ID Categories: Finance, Health, Senior-Level, Student Affairs & Enrollment Management Job Summary / Basic Function The Health and Wellbeing Finance Senior Manager provides strategic leadership and oversight for all financial, budgetary, accounting, and business operations across the newly unified Health and Wellbeing unit, which includes University Health Services and Campus Recreation. This position manages two distinct operational budgets, ensures fiscal stewardship, compliance with regulations, and develops financial systems for accurate reporting and long‑range planning. As the lead financial strategist, the manager works closely with senior leadership to develop annual budgets, monitor revenue and expenditures, oversee revenue cycle operations, support medical billing and credentialing functions, and ensure sustainable financial operations across both auxiliary and clinical business models. The manager supervises professional staff responsible for accounting, business operations, medical billing, credentialing, and financial systems management. Essential Functions 60% of time – Strategic Financial Leadership Provide leadership in the development and management of annual operating budgets for University Health Services and Campus Recreation, ensuring alignment with institutional priorities while maintaining distinct fiscal structures Direct long‑range financial planning, including forecasting, revenue and expense modeling, reserve strategy, and capital asset replacement planning Serve as a strategic financial advisor to Health and Wellbeing leadership, providing analysis and recommendations to inform decision‑making Monitor financial performance and deliver regular reporting, including monthly budget reviews, variance analysis, and quarterly and year‑end projections Facilitate the annual budget planning process in collaboration with department leaders and support strategic initiatives through financial modeling and business planning Ensure sustainable financial operations across clinical and auxiliary service models Oversee accounting functions, including accounts payable and receivable, general ledger management, reconciliations, and fiscal close processes Develop and maintain strong financial systems, internal controls, and procedures to ensure accuracy, transparency, and accountability Ensure compliance with university, state, federal, and healthcare‑related financial regulations; coordinate audit preparation and response Serve as a primary liaison with campus partners and external entities on financial, payroll, and purchasing matters, resolving complex issues and ensuring effective coordination 35% of time – Staff Leadership and Organizational Management Provide leadership and oversight for medical billing, insurance reimbursement, credentialing, and revenue cycle operations within University Health Services Oversee financial operations for Campus Recreation, including budget management and direct supervision of the Assistant Director of Business Operations Monitor and manage fee schedules, payer contracts, and reimbursement trends; support contract review and negotiation with insurance providers, vendors, and auxiliary services Ensure accuracy, compliance, and integrity across billing workflows, payment reconciliation, credentialing, and broader business operations processes Oversee business operations systems that support financial performance and effective clinical and recreational service delivery Supervise and develop professional staff, including hiring, training, coaching, performance management, and succession planning, while establishing clear expectations and standards Foster a culture of collaboration, accountability, and continuous improvement to enhance operational efficiency, reduce financial risk, and support long‑term sustainability across Health and Wellbeing and Campus Recreation Build effective working relationships with university partners, external vendors, healthcare partners, and campus stakeholders Serve on departmental and university committees as assigned Participate in strategic planning initiatives and organizational development efforts 5% of time – Professional Relationships and Other Duties Perform other duties as assigned Knowledge, Skills, and Abilities Practical knowledge in leading and managing complex financial systems, revenue cycle operations, auxiliary enterprise budgets, and multi‑unit fiscal strategy. Advanced knowledge of accounting principles, financial reporting, budgeting, forecasting, and internal controls. Strong understanding of healthcare finance, revenue cycle operations, medical billing, credentialing, and third‑party payer systems. Knowledge of university financial systems, auxiliary enterprise operations, and higher education budgeting practices. Demonstrated ability to develop long‑range financial plans and multi‑year forecasting models. Knowledge of supervisory practices. Excellent analytical, problem‑solving, and decision‑making abilities. Knowledge of best practices and laws regarding collections. Advanced proficiency in financial systems, reporting tools, and spreadsheet development. Strong verbal and written communication skills. Ability to manage complex, sensitive, and high‑stakes financial matters. Ability to develop policies, procedures, and operational systems that improve efficiency and compliance. Ability to build collaborative relationships across multiple departments and stakeholder groups. Strong customer service orientation and professionalism. Minimum Qualifications Bachelor’s Degree or equivalent, plus at least 5 years of experience, including 1 year of managerial experience. Preferred Qualifications Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Vast experience in higher education financial operations, program prioritization, data collection and reporting. 5 years of progressively responsible experience in finance, accounting, and business operations. Experience managing complex multi‑source budgets and auxiliary operations. Knowledge of university, state, and federal accounting compliance requirements. Salary and Benefits Salary range: $89,000.00 – $100,000.00 annually, commensurate with experience. Benefits include: 12 paid holidays, with University closure between Christmas and New Year’s requiring use of 3 vacation days. 12–24 annual paid vacation days for full‑time Professional and Classified staff, depending on position type and years of service. 10.76% University contribution to ORP retirement fund (Professional and Faculty employees). 11.96% University contribution to PERSI retirement fund (Classified employees).
